4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION: The Bremerton community is in the
process of updating the 1995 Comprehensive Plan in accordance with a State mandate for local governments to revisit
their respective plans periodically. The Plan update process, Shaping Bremerton, provides opportunity for property
owners and other interests to seek changes to the Land Use Plan element of the Comprehensive Plan.
By provisions of the State Growth Management Act and the 1995 Comprehensive Plan, plan amendments can
not be considered more than once per year and not less than once every five years. The City has adopted
procedures for plan amendments, but these do not specify an amendment interval.
The proposed resolution defers any ad hoc consideration of plan amendments until the Shaping Bremerton
process is completed, projected to be in the spring of 2003.

4. SUMMARY STATEMENT (cont.):
5. IMPACT ON NON-PASSAGE: There is a possibility that applications for plan amendments could be
submitted to the City with an expectation from applicants that the City will consider the amendments in 2002.
Any attempt on the City's part to process these applications would create conflicts with the Shaping Bremerton
plan update process and confuse the public that the City is attempting to attract to that process.
There are insufficient staff resources to conduct both a city-wide plan update process and a concurrent plan
amendment process. Non-passage of this resolution would promote confusion within some sectors of the
community regarding the City's official position on how revisions to the Plan will be considered between now
and the spring of 2003.
6. IMPACT ON STAFFING, BUDGETS, FACILITIES, EQUIPMENT OR OTHER RESOURCES: The
resolution relieves the Department of Community Development from the additional duties and uncertainties that
would likely accrue from applications for plan amendments that could be submitted during the Shaping
Bremerton plan update process.
