4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
On October 17* 2001, Ordinance NO. 4778 was adopted establishing the position of Hearing Examiner. Since
adoption of that ordinance, it was determined that additional code revisions were necessary to implement the
hearing examiner process as intended. A review of the city code and other ordinances and regulations has now
been performed. Proposed for consideration and adoption are two companion ordinances that are basically
housekeeping measures. The first ordinance, NO.47~{7, amends the Shoreline Master Program and the second
ordinance, NO.J~Tj'~?, amends chapter 2.13 relating to the hearing examiner, the zoning code Title 21, and
various other titles of the Bremerton Municipal Code. These ordinances amend and update the Administrative
Hearing Examiner process and procedures for conducting hearings, making decisions and recommendations and
hearing appeals of administrative decisions to establish a comprehensive Hearing examiner system.
