4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
The Bremerton School District has initiated Comprehensive Plan and Zoning Code amendments intended to
promote the reuse of public and semi-public buildings that are no longer needed to serve their original primary
purpose, provided that a new use is compatible with the surrounding planned environment.
The Planning Commission has reviewed this proposal, conducted public hearings, adopted Findings &
Conclusions at their July 17, 2001 meeting, and recommended City Council approval. The Council approved
the related Comprehensive Plan Amendment on August 1,2001. The Council must conduct a public hearing
prior to its final decision and action on the proposed Ordinance in order to implement the zoning text
amendment. It should be noted that the attached zoning text indicated as "revised" has been refined at the
suggestion of the City Attorney to better address the compatibility issue. It is recommended that the revised text
be approved.

10. IMPACT OF NON-PASSAGE:
If the proposed ordinance is not approved, the city will lose the capability of allowing obsolete
public buildings to be utilized for activities that are compatible with their surroundings,
resulting in vacant structures, demolition of substantial buildings, and a lack of revenue-
generating opportunities for tax-supported entities such as the Bremerton School District.
11. IMPACT ON STAFFING, BUDGETS, FACILITIES, EQUIPMENT OR OTHER RESOURCES:
The proposed amendment will create no operational changes for the city.
