4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
Approval of this Fee Agreement with Jane Ryan Koler, PLLC is requested to
facilitate representation of the City in Code enforcement proceedings and
other matters as assigned. Ms. Koler will assist the City Attorney's
office in abatement of Code violations and the securing of liens on the
properties to recoup costs of abatement. Ms. Koler's hourly rates are
very reasonable and she will not charge the City for travel time,
facsimile fees, copying expenses, postage or long distance telephone
calls.
8. RECOMMENDATION:
Move to authorize the City Attorney to execute the attached Fee Agreement
between the City and Jane Ryan Koler, PLLC.

Failure to pass this motion will result in the City not being able to
effectively react to persistent, recurring, and dangerous City Code
violations.
6. IMPACT ON STAFFING, BUDGETS, FACILITIES, EQUIPMENT OR OTHER RESOURCES
The anticipated attorney fees to be expended through the year 2002 are
unknown at this time but the City Attorney's budget contains funds for
outside counsel, and will be used for payment of Ms. Koler's fees.
