4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
The City of Bremerton, acting under Growth Management Act (RCW 36.70A.40,) must establish and broadly disseminate a public
participation program. The law, as amended in RCW 36.70A.140, includes a new mandate that the program provide for the following:
broad dissemination of proposals and alternatives, opportunity for written cormments, public meetings after effective notice, provision
for open discussion, communication programs, information services, and consideration of and response to public comments.
In response, a drafl program has been prepared through a Planmng Comrmssion subcomm2ttee, and then approved by the full
Comrmssion at their November 26, 2001 meeting. Following Council suggestions for improvements and public input at the a
public heanng (January 16, 2002), staff recommends adopting the program by motion at the regularly scheduled January
23, 2002 Coancil meeting.
The proposed Public Participation Program provides the framework for public input on the review, amendment, and
ultimate update of the city's Comprehensive Plan. The program will specifically guide the 2002 Comprehensive Plan
update process. The program is also designed to ultimately replace the existing Comprehensive Plan's "Citizen
Involvement Program," providing updated public involvement procedures for future amendment and updates to the
Comprehensive Plan. During the 2002 update process, this program will be proposed as an Appendix to the updated
Comprehensive Plan.

1 I. IMPACT ON NON-PASSAGE:
If the Public Participation Program is not accepted, the Comprehensive Plan Update process may be
challenged under Growth Management Act provisions for public participation. Tins program is designed to
comply with all such provisions. With non-passage of this updated program, the existing, somewhat-
outdated, Citizen Involvement Program of the Comprehensive Plan, would remain the City's official guide
to public participation.
12. IMPACT ON STAFFING, BUDGETS, FACILITIES, EQUIPMENT OR OTHER RESOURCES
The proposed program outlines significant investment of staff and Commission time in order to
invite and involve the public. This investment of time and resources, mostly associated with organizing and
conducting workshops and committee sessions, is necessary to meet state mandates and to have a successful
community process and product.
