Bremerton and Port Orchard (collectively, the Cities) have been working together to develop a mutually
beneficial plan for the joint development of the water systems serving their common 580 ff. elevation pressure
zones. The Cities signed a Letter of Intent in October as the basis for an interlocal agreement establishing a long
range plan and a capital facilities plan for water service in the area. The attached Interlocal Agreement sets forth
the details of the agreement to provide water service for the areas generally known as 4200 Feigley and
Northwest Corporate Campus in Bremerton's water service area and McCormick Woods, McCormick North,
and McCormick West in the City of Port Orchard's water service area. Staffrecommends that the City Council
authorize the Mayor to sign the attached Interlocal Agreement for Cooperative Water System Development in
the Port Orchard 580 ZonedBremerton 580 Zone.

2. CLEARANCE COMMENTS:
5. IMPACT ON NON-PASSAGE:
Breraerton will have to provide separate, independent infrastructure for its 580 Zone service area and
will not be able to provide fireflow service to Northwest Corporate Campus as scheduled.
6. IMPACT ON STAFFING~ BUDGETS~ FACILITIES~ EQUIPMENT OR OTHER
RESOURCES:
No impact on staffing. The cooperation between Bremerton and Port Orchard will allow the two water
systems to jointly benefit from water availability and service capabilities. This will result in considerable
savings to Bremerton in developing its new West 580 Zone water system.
