4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
The current posted speed limits on Austin Drive and Higbee Road are 35 mph and 20 mph, respectively. Increased
security measures in the vicinity of the Naval Hospital have resulted in increased traffic congestion and on-street
parking on Austin Drive and Higbee Road. The City Engineer has determined, based on a review and observation
of these new traffic conditions, that the posted speed limits on Austin Drive and Higbee Road should be reduced to
25 mph and 5 mph, respectively. The speed limit reduction on Austin Drive would be between approximately
Wencker Way and Erlands Point Road. This measure would increase vehicle and pedestrian safety. The reduced
speed limits would remain in effect until such time as security measures are lessened, and traffic conditions on
these streets return to normal. At that time, the City Engineer would retum the posted speed limits on Austin Drive
and Higbee Road to 35 mph and 20 mph, respectively. The request before the City Council is to approve the
temporary decrease in the posted speed limits. Staffrecommends passage of the proposed Resolution.
8. RECOMMENDATION:
That the City Council approve Resolution # ~r[ temporarily decreasing the posted speed limit on Austin
Drive betweeen Wencker Way and Erlands Point Road to 25 mph and on Higbee Road to 5 mph.
