4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
When the Kitsap Public Utility District (KPUD) announced their plans to
construct a fiber teleco~unications system throughout the county, the
cities in Kitsap County agreed to pass a co~on teleco~unications
ordinance to guide the use of public rights of ways by Teleco~unications
Systems. This comprehensive ordinance details the purpose, policy
guidelines, definitions, Master Permit requirements, general conditions
for use of the public rights of way, taxes and fees, protection of the
City and its residents and enforcement and remedies. We believe that this
ordinance will send a positive signal to teleco~unication companies
hoping to do business in Kitsap County that they will be able to rely upon
some level of uniformity of rules and regulations between the varies
cities.
