4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
The Kitsap Public Facilities District is taking applications for projects
to construct or rehabilitate convention, conference or special event
facilities in Kitsap County. The capital project funding would come from a
partial refund of the state's portion of local sales tax, without
increasing local taxes.
The requirements are that it must be a regional center; government
investment including the PFD funding must be at least $10 million dollars;
the local match of cash, land or in-kind contributions must equal one-
third of the funding to be provided by the PFD (or $2.5 million for
government entities.)
The City of Bremerton proposal is to build a conference center on the
Bremerton waterfront and include public and private partnerships.

We will not apply for PFD funding and loose the opportunity to develop the
waterfront through the ?FD process.
