4. SUMMARY STATEMENT AND REOUIREMENT FOR COUNCIL ACTION:
Bids opened for the construction of the Eastside CSO Treatment Facility contract on May 24, 2001. The Eastside
CSO Treatment Facility (ECTF) option provides for the least disruption to the City's streets, electrical power
system, Endangered Species Act issues, and is the most cost effective recommendation. The ECTF treatment and
disinfection will also improve the water quality of the Port Washington Narrows. This contract provides for
construction of the treatment facility. The Washington Department of Ecology is currently reviewing the facility
plan and design and must approve these documents prior to contract execution. Four (4) bids for this project were
received. Pease and Sons was the lowest responsive bidder with a bid of $2,222,224.00. The Engineer's estimate
for the project is $ 3,000,000.00. The action before the City Council is approval of the award of the bid of
$2,222,224.00 with Pease and Sons for the construction of the Eastside CSO Treatment Facility.

The City Council approve award of the bid of $ 2,222,224.00 with Pease and Sons for the construction of the
