The Director of Planning and Building has recently completed an assessment of progress in the

Director, with the concurrence of the Mayor and other senior managers, requests the addition of three Planner
positions to meet dep~ hnent objectives. In addition, to enhance the department's efficient operation, changes to
three other staff positions are proposed.
The cost of the proposed reorganization and new staff positions is accommodated within currently budget
funds in the Department of Plarming and Building and the Economic Development Director position.

4. SUMMARY STATEMENT (cont.):
5. IMPACT ON NON-PASSAGE:
Without the requested new positions, the City will not have the staff resources to meet State planning mandates
for updating the City's Comprehensive Plan and Shoreline Master Program in late 2002. The current staffing
level is also insufficient to meet current statutory requirements for Growth Management and current planning
administration consistent with legal requirements.
The reclassifications of one support position and one professional position are necessary to improve department
operations within current budget parameters. Without these changes, response to public records requests, land
use and zoning information, and other daily interactions with the public will continue to suffer.
6. IMPACT ON STAFFING, BUDGETS, FACILITIES, EQUIPMENT OR OTHER RESOURCES
This request is largely accommodated within the Department's current budget. The remaining funds come from
a partial transfer from the budget for the Economic Development Director position.
