The creation of the Bremerton/Kitsap County Regional Government Center is
a joint project between the City of Bremerton, Kitsap County and the
Kitsap County Housing Authority. The goal is to provide consolidated
facilities for city, county, state and federal government departments and
agencies that will provide for more efficient and productive services for
the citizens of Kitsap County. For over a year a group of representatives
from the City, County and other government and business leaders have met
to create a practical, achievable strategy to revitalize downtown

4. SUMMARY STATEMENT (cont.):
2) Set in place new design standards and appropriate zoning to ensure
private investment in the downtown and 3) development of housing.
Progress has been made to make this strategy reality. The proposed design
standards have been developed into a set of proposed downtown Bremerton
policies and Land Use Codes and have been presented to the Bremerton
Planning Commission for consideration. Phase I analysis is complete and
the project is now ready to enter Phase II. Under this phase LMN
architects will complete the schematic design for the building, and the-
Housing Authority will undertake such other pre-development tasks as
reasonably necessary to enable the parties to commit to construction of
the building. This may include, but is not limited to, economic
development analysis and engineering services. This agreement also
authorizes the acquisition of land for the building as well as adjacent
property necessary or convenient for the building.
5. IMPACT ON NON-PASSAGE:
The project does not proceed.
6. IMPACT ON STAFFING, BUDGETS, FACILITIES, EQUIPMENT OR OTHER RESOURCES
The budget for this phase is $400,000. Also authorized is the expenditure
of up to 2 million for property acquisition. The city is responsible for
10% of the above costs. All costs associated with the Phase II agreement
will be paid with bond proceeds if the project moves forward to
completion. If not, the city will be responsible for our share of
incurred costs from the general fund.
