The Puget Sounds Energy Franchise originally terminated in January 2000
and was renewed for a one-year period to allow staff time to renegotiate.
Due to potential Federal and State changes to the power industry city
administration chose to defer negotiations and requests an additional one-
year franchise for the period January 12, 2001 to January 11, 2002.
