Mr. Overson reported he attended the first of several planned public meetings on the Sinclair Landing project, which he viewed as an excellent presentation. He encouraged members of the public to take the opportunity to attend one of those public meetings because they will receive a lot of good information, and one of the more important aspects of those meetings is the fact public input is taken, questions are recorded and answers will be provided. Mr. colvin stated he was still receiving compliments from people about the City getting rid of the Scotch broom at the north end of the Warren Avenue Bridge, which he believes should be directed to Mayor Horton. MAYOR'S REPORT Mayor Lynn Horton announced the City's new Utility bill format has been implemented and the first responses from the citizens indicate they are pleased with the revision. The new format will provide the city more flexibility that will allow sending an abbreviated community Newsletter. There will no extra to the City for mailing the additional information (2 sheets). Recently, she made a trip to Washington D.C. to lobby for the USS Missouri. Congressman Norm Dicks set up a meeting in his office between two individuals on the Technical Team from NAVSEA, Mayor Horton, Earl Smith of EDC, Sven Colby, loaned Executive from Boeing, and Randy McGreal from Fletcher Wright, where they were able to give a pitch of why the Missouri should be in the City of Bremerton. She believes the city has the most solid proposal of any submitted as well as the historic implications in Naval history and why they are important to this community. They also talked about the quality of life for the new military personnel that will be assigned to the Bremerton area highlighting the Fletcher Wright project, and the fact it will TAPE #1390 City Council Reg. July 3, 1996 Page 3 of 4 Mtg. Minutes also be for Navy families. During the discussion, they tried to stress that not only would the Missouri benefit the City of Bremerton, but that we are good for the Missouri as well. Of the three other communities that submitted a proposal, ie., Honolulu, San Francisco, and Long Beach. the Missouri will simply be another "plaque on the wall" or "trinket on the bracelet", but in the City of Bremerton it will be a center piece for our community. A comment was made that the decision on the Missouri would be made based on merit and a decision might be made by mid July. Captain Joe Hatfield introduced four new Police officers: Russell Holt, Frank Shaw, William Cook, and John Neal. Mayor Horton administered the Oath Of Office to the new Police officers, who were then welcomed by the city Council and members of the audience. COUNCIL PRESIDENT SUMMARY STATEME1FF AND REOUIREMENT FOR COUNCIL ACTION: On two separate occasions, the Parks Department vehicle storage area on Lebo Boulevard has been broken into resulting in extensive damage to the vehicle fleet. A new perimeter fence is required in order to deter future occurrences of vandalism. The new fence will cost approximately $8,000. Funding for this project requires the reallocation of dollars from previously approved Parks Facility Construction Projects. Specifically, $1,554 from the Kiwanis Stair Project (J96201), and $4,000 from the Ivy Green Project (J96205). Cost underruns associated with the two aforementioned projects make the proposed reallocation possible. The remaining money(S2,446) required for this project is insurance recovery money. RECOMMENDATION: Council approve the reallocation of funds within Parks Facility Construction Capital and expenditure of the associated insurance recovery money, allowing for the installation of a new perimeter fence around the Lebo maintenance compound. 9 o RESPONSIBLE OFFICIAL: ENFORCEMENT OFFICIAL: EXPIRATION DATE: REVIEW DATE: T~L~ COUNCIL DI~CTI~: 10. The City of Bremerton applied to Kitsap County and was awarded $309,000. We have since been notified by HUD that they did not recognize the Consortium Agreement for 1996 and awarded the City of Bremerton $391,000.00 in HOME funds. HUD has a HOME requirement of $500,000.00: "In fiscal years in which Congress appropriates 1.5 billion dollars, of HOME funds or less, a state or local government must meet a threshold of at least $500,000.00 to participate in the program.. If their formula allocation is between $335,000.00 and $500,000.00 the local jurisdiction can use their own resources or request funds from the state to meet the threshold." We have been working with the State and they have agreed to award the City of Bremerton $54,500.00 toward the threshold on the condition that the City also contribute $54,500.00. The City's contribution will come from old Bremerton Housing Authority Loans repayments and the old State Rental Rehabilitation loan repayments. The Mayor and Staff are recommending the following projects for funding: $ 58,650.00 is set-a-side for CHDO* requirement $441,350.00 Bremerton Rehabilitation Loan Program *HOME rules and regulations require that 15% of HOME dollars (of the HUD award of $391,000.00) be set-a-side for CHDO's (Community Housing Development Organizations). We currently have two non-profit CHDO's; Kitsap Community Action Program (KCAP) and Community Resource Center (CRC). These dollars remain avail'able to a CHDO until a project is defined and awarded. /7 FfqllBIT C 1993-1995 LOAN REPAYMENTS During 1993 through 1995, the City of Bremerton administered the Kitsap County CDBG/HOME programs. Prior to 1993, the City of Bremerton had its own CDBG program. Program income from the current year would be "folded" into the following year CDBG entitlement and redistributed. During 1993-1995 our loan repayments have been going into our rehabilitation revolving loan fund and we have been drawing from these dollars to fund new rehabilitation loans. Our program income comes from various sources of loan repayments: old Bremerton Housing Authority Loans, old State Rental Rehabilitation Loans, and current rehabilitation loan repayments. HUD has advised us the loan repayments from the Bremerton Housing Authority and the State Rehabilitation Loan need not be reported to HUD and the dollars may be spent at the City's discretion. The current loan repayments must either revolve back into the rehabilitation loan program or be used for any block grant eligible project. As of January 1, 1996, the City of Bremerton has $255,270.95 in loan repayments. The Mayor and Staff are recommending the following uses for these dollars: Waterfront and Consultant Services DCD Charleston Plan: HOME Threshold Requirement: Rehabilitation Loans: $ 51,559.75 $ 18,400.00 $ 54,500.00 $130,811.20 EXHIBIT D 1996 SHELTER PLUS CARE-AGAPE The City of Bremerton received a $596,400 grant in January of 1995 fi.om HUD under the Shelter Plus Care Program to provide alcohol/drug free housing for people who are chemically addicted. The $50,000.00 represents an estUnate of what we think Agape will use this year.
