4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
Bids were opened for the 1997 Sanitary Sewer Modifications Project on November 13, 1997. Four responsive bids
this project were received. The bid from Olsen's Land Development, Inc. was $97,199.30. The engineer's estimate for
this project was $87,250. This project consists of two primary components. Extension of the sewer on Wheaton Way
to divert flows from OF-4 to reduce combined sewer overflows, and replacement of sewer main under Loxie Eagans
Blvd. and reconnection of the Oyster Bay force main to this system to relieve a surcharging condition. The action
before the City Council is approval of a contract with Olsen's Land Development for 1997 Sanitary Sewer
Modifications Project.
5. RECOMMENDATION:
The City Council approve a contract for $97,199.30 with Olsen's Land Development, Inc. for the 1997 Sanitary Sewer
Modifications Project and authorize the Mayor to execute the same, conditional upon Olsen's Land Development, Inc.
providing insurance coverage by an insurance carrier acceptable to the City.

6. IMPACT ON NON-PASSAGE:
Combined sewer overflows at OF-4 will not be reduced and problems with surcharging sewers immediately north of
the Wastewater Treatment Plant will continue.
7. IMPACT ON STAFFING. BUDGETS, FACILITIES. EQUIPMENT AND OTHER RESOURCES:
Staffing: 120 staff hours for construction administration and inspection.
Budget:
This project is included in the 1997 budget as part of the 1997 Sanitary Sewer Main Replacement
item and sufficient funds exist to do this work. An expenditure from the Wastewater Capital
Fund of $97,199.3 is necessary.
Facilities/Equipment: No impact.

Citizens attending the public hearing shall have the right to provide written and oral comments
regarding the Preliminary Budget. Written comments may be submitted prior to the hearing by
citizens who cannot attend by sending to the City Clerk, 239 4th Street, Bremerton, WA 98337.
Special assistance will be offered disabled persons.
