COUNCILMEMBERREPORTS Mr. Montgomery reported approximately 60 people attended the joint Tape #1498 City Council Reg. Mtg. Minutes October 15, 1997 Page 2 of 7 Council District (#6, #7, #8) Neighborhood Meeting on October 9. The most concerns expressed at that meeting had to do with traffic calming and street closures. Jim Spencer, Director of Parks and Recreation, made an excellent presentation on "parks"; however, due to time constraints he will be invited back to a future Neighborhood Meeting when more time can be given to the issue of parks. Today, he attended the dedication ceremony of the Kitsap Community Health Centers, which will be a great asset to the City. He noted Deborah Peavler-Stewert received an award for the City for Block Grant fund involvement in that project. Mrs. Huff-Menees stated she did not attend the October 8, 1997, Council meeting; however, after reviewing the Meeting Minutes she felt some issues brought up by Del Knauss needed to be corrected. During Public Recognition, Mr. Knauss made a statement that Mary McClure, Executive Director of Sinclair Landing Association has been paid $170,000 for her work on the Sinclair Landing project on behalf of the Sinclair Landing Association. That statement is not true. Mary McClure been paid $136,500 specifically for her services, which is based on the rate negotiated by the SLA Board and there was an additional $2,000 for expenses not directly related to Mrs. McClure's services or that of her staff. There were a number of other questions and issues that were raised by Mr. Knauss, some of which the City Administration needs to address. Mr. Neville reminded everyone of the Senior Craft Fair, which will be held on October 17(11:00 AM - 5:30 PM, and October 18 (9:00 AM - 4:PM) at the Sheridan Park Recreation Center. Mr. Overson stated those looking for objective evidence of progress in downtown Bremerton can observe that the old Firestone building on Washington Avenue is being torn down. Also, new construction is taking place, in side, at the corner of 4th and Pacific Avenue. Mr. Law announced the next District #3 Neighborhood Meeting will be held October 21,1997, 7:00 P.M., at the Senior Center. The program for that meeting will include discussion on the new Manette Bridge. Mr. McConnell stated recently he received several calls from concerned citizens, who live near the Perry Avenue Mall, complaining about noise from customers leaving businesses at 1:00- 1:00 AM. He urged the public to be aware that revving motors, shouting across parking lots, and honking horns disturbs sleeping residents. Mr. Colvin announced progress is being made on the beautification project for the north end of the Warren Avenue Bridge. The project has received a pledge of $500.00. He was hopeful that the 400 people, who contacted newspaper'reported Jim Rothgeb about getting Tape #1498 City Council Reg. Mtg. Minutes October 15, 1997 Page 3 of 7 rid of the Scotch Broom, would be willing to make a financial contribution to this project, since it will be replacing the Scotch broom. He was pleased to report that Council members John Law, Carlos Montgomery, Cecil McConnell, Sherril Huff-Menees and Council Legislative Assistant Merilynn Erhart had previously pledged financial support for this project. Mr. Fart thanked those who attended the joint District meeting on October 9. He was pleased with the large attendance and the lively discussions. He noted such meetings would be held more frequently if needed. He congratulated all those who donated to and participated in the building and opening of the Kitsap Community Health Centers. He sent a "Happy Birthday" wish to Anna. MAYOR'S REPORT Mayor Lynn Horton reported she also attended the opening of the Kitsap Community Health Centers. Mayor Horton reported the mobile structures on a lot on North Lafayette are currently being moved out of the area and the property owner will be addressing erosion control problems at that site° PUBLIC RECOGNITION Don Atkinson, Bremerton Unity Church, announced a Memorial Service for John Denver would be held on October 19, 1997, 7:00 P.M., 1712 Trenton Avenue. Jack Lefcoski, Bremerton resident, reported the Kitsap Lake Neighborhood Association would hold a meeting on October 16, 1997, 6:30 P.M., at the Cascade Natural Gas Company building on Kitsap Way. The program for that that meeting will include discussion about ~varying Kitsap Lake water levels", not boating issues as previously reported by Councilman Bob Winters. President Fart stated in the absence of Councilman Winters he was asked to announce a District #9 Town Meeting will be held October 19, 1997, 6:00 P.M., ~at the Kitsap Lake Elementary School where residents will have an opportunity to meet Council candidates Gar Freymann and Jim Reed. Ed Pietras, Knights Of Columbus, announced the 15th Annual Italian Spaghetti Festival to benefit the Olympic Peninsula Kidney Center will be held on October 26, 1997, 1:00 - 8:00 P.M., at the Knights Of Columbus Hall, Burwell and Montgomery. He noted this event has raised $45,000 for the Kidney Center. On a sad note, he announced the passing of Angelo Arena. Mr. A~ena's funeral will be held on October 18, 1997, at Holy Trinity Catholic Church. Tape #1498 City Council Reg. Mtg. Minutes October 15, 1997 Page 4 of 7 Bob Sauter, representing WWII veterans, talked about the establishment of a WWII Memorial on the Capital grounds in Olympia. The State Legislature allotted $50,000 as seed money for this memorial and challenged the public to raise $700,000 to complete this project. He noted the City of Bremerton has not contributed to any of the war memorials (Vietnam or Korean), for either the erection or maintenance. He offered to donate the first $10.00 towards the purchase of a copy of DAWN OF PEACE, a 16" x 24" signed and numbered print whose artist was aboard the USS Missouri when the surrender was signed. He urged others to join in this worthwhile project. Rachel Simpson, Roxy Theater, announced auditions for the Kitsap Kids Variety Show will take place at the Roxy Theater on October 18 and 25, 11:00 A.M. - 4:00 P.M. Nancy Spaccarotilli, Brooke Tucker and Patsy Gehrinq expressed their appreciation to Mayor Horton, the City Council and in particular Council President Farr and Councilman Montgomery and City staff for assisting in the removal of the mobile structures that were place on a N. Lafayette lot. They continue to be concerned about erosion control problems that may become evident when the heavy rains set in. They also cautioned the City to be watchful if the applicant involved with the mobile homes tries to develop other projects in the City. Linda Joyce, Executive Director YWCA of Kitsap County, announced the first Kitsap County Domestic Violence Summit will be held on October 18, 1997, 8:00 A.M. - 4:00 P.M., at the President Hall Kitsap County Fairgrounds. Information on that event can be obtained by calling the YWCA Office or Judge Riehl's Office. 8A - DECLARATION OF SURPLUS PROPERTY~ 2.5 ACRES BETWEEN AUSTIN DRIVE AND HIGHWAY 3~ #AB97-229 The City acquired this 2.5-acre parcel between Austin Drive and Highway 3 near the entrance to the Naval Hospital in 1977. It is recommended that this property be surplused and sold by sealed bid for not less than 90% of appraised value. Public notices and posting requirements have been met for this hearing. Ian Sievers, City Attorney, explained the subject property was surplused by the Federal General Services Administration in 1966, and the City acquired title in 1977, at a cost of a little over $39,000. This item was presented to Council Committees abut two years ago, but there was some difficulty with describing the property since it was sold under a survey that was not recorded and there were no benchmarks for the survey and Austin Drive was built without a dedicated right-of-way. There were also some complex or ambiguous easements that the Navy had placed on the property. The Tape #1498 City Council Reg. Mtg. Minutes October 15, 1997 Page 5 of 7 property has now been surveyed and the easement issues resolved; however, given the murky history of the title and the survey, the City's Comprehensive Plan and Zoning Map did not show the site as a separate parcel and Austin Drive and this particular parcel is shown as part of the SR-3 right-of-way. For this reason, the Department of Community Development feels that the land use designations under both maps are not appropriate and as a slight modification to the recommendation would like the surplusing under sealed bid to proceed after the City Council and Planning Commission have an opportunity to review and reconsider the land use designations. Public comment - none. #1037 M/S/C/U(Montgomery/Colvin) Motion declaring 2.5 acres described in Exhibit ~A" as surplus to the City's needs and directing appraisal and sale by sealed bid for not less than 90% of appraised value following review of land use designations. 9A - PUBLIC HEARING - COMMUNITY BLOCK GRANT ALLOCATION~ #AB97-230 The process to identify activities to fund under the Community Development Block Grant (CDBG) Program, as defined in the 1998 Policy Plan and Application, has been completed. The city of Bremerton will receive an estimated $550,000.00 in Community Development Block Grant funds from HUD for 1998. Applications received by August 27, 1997 were reviewed by City staff for compliance with technical requirements. The Citizens Advisory Committee has read all of the applications, interviewed the applicants, rated and ranked the projects, and are making the attached recommendations. Deborah Pearler-Stewart, Department Of Community Development, stated the process for making the CDGB recommendation was conducted prior to June of this year with the Neighborhood Development staff working with Mayor Horton, the City Council and local organizations within the City to determine policies for use of the 1998 CDBG funds. Staff also worked with United Way and Kitsap County to coordinate the application procedures. The policies, including the rating criteria, are contained in the 1998 Policy Plan, which was approved by the City council on July 9, 1997. A Technical Assistance meeting was held for potential applicants and applications were accepted on August 27. The City received 34 applications requesting $982,778.00, and it is estimated that the City will receive from HUD approximately $550,000. The Neighborhood Development Team reviewed the applications to make sure that they complied with Federal requirements and then forwarded onto the Citizens Advisory Committee. The Advisory Committee consisted of Roy McInnis, Deborah Jackson and Helen Tape #1498 City Council Reg. Mtg. Minutes October 15, 1997 Page 6 of 7 David. The Advisory Committee reviewed the applications, interviewed the applicants and participated in a discussion concerning each application and then rated the projects. The result of the rating process was published in ~THE SUN" newspaper as well as being sent to all of the applicants. She extended a special ~thank you" to the Advisory Committee for their dedication and hard work. Roy McInnis, Citizens Advisory Committee member, described his involvement in the process and how difficult it was to narrow down those agencies to receive the available funds. When applicants prepare their submittals for the following year, he would hope they would look at their budgets more closely and remember that other agencies are in need of receiving financial support as well. He found many of the applicants to be closely related in the services they offered and felt there might be some way for those groups to submit a combined application, which might make more funds available for other services. Mayor Horton thanked the Citizens Advisory Committee for their time, efforts and diligence and hope they would be willing to continue their service on the committee. The following individuals expressed their appreciation for the Advisory Committee's efforts, the assistance they received from City staff members Deborah Peavler-Stewart and Marylyn Waibel and the City Council for consideration of their requests as submitted by the Advisory Committee: Martha Wescott, Kitsap Sexual Assault Center; Linda Joyce, Linda KroumI Marilyn Paja, YWCA of Kitsap County, Helen Achterman, Literacy Councilof Kitsap County, Neva Law, Manette community; Gary Gartin, Bremerton Foodline; David Foote, Kitsap Community Resources. Ed Derrick, Easter Seal society of Washington, asked Council to give his agency's request for funds consideration based on the needs within the Bremerton community. The Citizens Advisory Committee did not recommend funding of their proposal. #1960 M/S/C/U(Montgomery/McConnell)Motion to approve the CDBG allocations as submitted with the exception of the Metro Group for ADA improvements to the Max Hale building and the Roxy Group for ADA Planning; and that the $36,000 from the Metro Group be allocated to the Bremerton Public Works Traffic Calming project and the $3,500 from the Roxy Group be reallocated to the Manette Plan. Mrs. Huff-Menees stated this is such a significant time to recognize all of the agencies and groups who do so much within the community to meet so many needs, especially those that cannot be Tape #1498 City Council Reg. Mtg. Minutes October 15, 1997 Page 7 of 7 met by government. She understood the difficulty to make choices in the Human Services area because so many of the agencies are performing important services within our community. She extended a special ~thank you" to all of the agencies represented for the work they are doing in our community. President Fart thanked the TV camera crew for their services: Bob Neal, Traci Tiegan, Scott Kulinski and Debi Dreiling. With no further business meeting adjourned at 6:34P.M.
