TCI Cable Rate Increase
TCI, Inc. has applied for cable rate increases to go into effect on June 1, 1997. Attached is the
rate schedule that shows the history of rate increases since rate regulation commenced in 1994.
Upon review of the FCC rate applications it appears that TCI has followed applicable rules and
guidelines in preparing calculations and using correct formulae and accounting methodology for
establishing new rates. The increase in expanded basic service rates can be attributed to a two
and one half year window for inflation calculation allowed by the FCC and to substantial
increases in programming costs for maintaining the current channel line-up. Increases in
equipment and installation charges were mainly due to an increase in labor costs, capital costs
and maintenance.
TCI was allowed to project operational costs for the next 12 months and incorporate a perceived
increase into the June 1, 1997 rates. TCI must track this estimate and adjust to historical data
during next year's rate review. You will note a decrease in the basic rate for June 1997. This
is due to adjusting projected 1996 costs with historical data on the current rate application.
You will note on the attached schedule that there is a new category of 'Bremerton Rebuild'. This
represents the new rates that will go into effect on June 1, 1997 for the approximately 200 city
subscribers who currently enjoy the expanded line-up that exists in the county. These
subscribers are close to the county border and were included with the county rebuild.
