Reference: Kean Street and Rodgers Street Storm/Sanitary/Road Analysis/Design
Dear Tim:
As requested, the following represents our revised proposal to complete the Kean/Rodgers Street
storm and sanitary system capacity analysis, preliminary Rodgers Street road design, and final
design and construction administration services for the Kean/Rodgers Street storm and sanitary
sewer mains. This proposal now reflects the use of all of the City computer generated base maps:
A. Project Area
For field survey purposes the project area is as defined in Warner Engineering's letter of
April 5, 1996 to Con Serve Inc., the City of Bremerton's letter to Warner Engineering
dated April 9, 1996, and Warner Engineering's FAX to Con Serve dated April 9, 1996. In
brief, this correspondence describes:
a.) the area of complete topographic survey as all of Rodgers Street from Kean Street to
Auto Center Way, 400 feet of Auto Center Way adjoining Rodgers Street, and 1200 feet
of Kean Street in the vicinity of Rodgers Street.
b.) an area of additional survey for only the purposes of creating as-built surveys of the
storm and sanitary sewer systems as the remaining area of Kean Street between Werner
Road and 300 feet north of 1st Street, and on Auto Center Way from Rodgers Street to
Werner Road.
c.) an area of additional survey for the purposes of creating as-built surveys of only the
storm system along the west side of SR 3 from the 42 inch diameter storm pipe under
Werner Road, along the open ditch south of that pipe and to the inlet of the next closed
conveyance system.

October 10, 1996
Page 2
For storm sewer capacity analysis the project area is the drainage basin that provides
storm sewer flows to the upstream end of the existing 42 inch diameter storm pipe that
crosses Werner Road at Auto Center Way. Per recent discussion with you, it is
understood that this basin still includes areas of drainage south of Werner Road. The
analysis of the system will include analysis of the tailwater condition on the 42 inch
diameter pipe that may be caused by the open ditch and piping in SR3 that exist south of
that pipe.
For sanitary sewer capacity analysis the project area is the drainage basin that provides
sanitary sewer flows to the east end of the existing 12 inch diameter sanitary sewer pipe
that connects to the existing 24 inch diameter sanitary sewer pipe in Auto Center Way.
The project area does not include the 18 inch diameter sanitary sewer pipe that also
connects to that 24 inch diameter pipe. The area does include the sewage flows from
pump station KL-1 (data to be provided by the City) for both existing conditions and
100% buildout of the basin. The analysis does not include the planned replacement of
pump station KL-1 with a new gravity main to Kean Street.
For preliminary road design the project area is Rodgers Street from Kean Street to
Auto Center Way, plus 200 foot sections of Kean Street and Auto Center Way both north
and south of Rodgers Street.
B. Scope of Services
1. Field Surveys
a. Topographic surveys (including underground locates) by a licensed surveyor of the
project area defined in Project Area above (see Ala).
b. Storm and sanitary sewer as-built surveys by a licensed surveyor of the project area as
defined in Project Area above (see Alb).
c. Storm sewer as-built surveys by a licensed surveyor of the SR 3 project area as defined
in Project Area above (see Alc).
do
Boundary control surveys, by a licensed surveyor, to establish the location of the
right-of-way, easements and property lines along Rodgers Street from Kean Street
to Auto Center Way.
e. Prepare legal descriptions and records of surveys for right-of-way acquisition.

Storm and sanitary sewer system reconnaissance (to determine the condition of
existing storm system structures will now be completed by City employees and is
therefore deleted from Warner Engineering Scope of Services.
g. Dyes tests on storm and sanitary sewer piping may be required where the direction or
source of flow is unknown. It is understood that the City will provide such testing.
2. Pre-Design Services
Analyze the existing storm sewer systems in the project area as defined in Project Area
above. Analysis shall be completed using SCS hydrograph methods on Hydra
Graphics 2 which utilizes the same Hydra analysis engine already in use by the City
of Bremerton. The analysis will utilize whatever orifice flows the City can provide
for developed sites for the 25 year analysis, but will assume all detention systems
are in overflow mode for the 100 year analysis. Routing of storm flows for the
piping systems that are beyond the area of survey as-built will be modeled based on
the slope and size information shown on the City computer generated utility maps,
or estimated from City topography maps. Warner Engineering will provide
assistance to the City staft'to help them understand the model assumptions and
data output from the analysis. Warner Engineering shall write a report on the
analysis that includes:
1.) an overview of the basin
2.) an analysis for the 25 and 100 year storm events for both the present
conditions in the basin and for build-out in the basin according to
land use codes presently adopted by the City.
3.) identification and prioritization of conveyance system deficiencies.
4.) preliminary design alternatives, including cost estimates. Alternatives shall
include: sizing of a larger pipe to convey flows out of the basin; an open
detention pond in the basin; pipe detention in the basin; and an overland
flood route (if feasible) to convey storm water from the basin without
upsizing the conveyance system or providing detention.
5.) recommended rehabilitation of existing lines and cost estimates (Note that this
can only be provided if the City provides video inspection reports of the
pipes).
6.) downstream effects of each of the alternatives developed in 2a4) above.
7.) recommendations for system improvements.

the City of Bremert°n. Analysis will be based on water flow records provided by
the City, and it is assumed that the water records will show the parcel number
associated with each record. Routing of sanitary flows for the piping systems that
are beyond the area of survey as-built will be modeled based on the slope and size
information shown on the City computer generated utility maps, or estimated fi.om
City topographic maps. Warner Engineering will provide assistance to the City
staffto help them understand the model assumptions and data output fi.om the
analysis. Warner Engineering shall write a report on the analysis that includes:
1.) an overview of the basin
2.) an analysis for the present day conditions and also for 100% buildout of the
area in the basin according to land use codes presently adopted by the City.
Note that the analysis will assume the continued use of pump station KL-1
at rates and durations provided by the City.
3.) identification and prioritization of conveyance system deficiencies.
4.) preliminary design, including cost estimate. It is assumed that there will not be
a need for alternatives, only a larger pipe, if the basin analysis determines
such.
5.) recommended rehabilitation of existing lines and cost estimates (Note that this
can only be provided if the City provides video inspection reports of the
pipes).
6.) downstream effect of increasing the size of larger sewer pipes.
7.) recommendations for system improvements.
c. Provide a 30% roadway design for Rodgers Street, including 20 scale plans, profiles,
required and existing right-of-way, easements, and property lines.
3. Storm Sewer System Design
Provide plan and profile drawings of the storm system solution selected in the
Pre-Design Phase above. Scale of plan shall be 1 inch = 20 feet. Plans shall
include pipe and structure details and surface restoration details, existing and
proposed inverts, pipe slopes and lengths, rim elevations, pipe material, roadway
sections, and existing utilities with known inverts at storm crossings.
b. Review, and modify as required, the Microsoft Word General Conditions specifications
provided by the City for the construction contract
Provide, in Microsoft Word format, technical specifications for the civil improvements.
The specifications will be based on the current WSDOT/APWA Standard
specifications. The City is to provide the Division 1 specifications.

CITY OF BREMERTON
WATER REUSE EVALUATION
ENGINEERING SCOPE OF WORK
This agreement provides for an engineering evaluation as to the feasibility of initiating water reuse
for the City of Bremerton. The evaluation will consider four potential reclamation projects to
determine the demand for reclaimed wastewater, identify ttqe costs associated with those projects,
and assess regulatory constraints. The scope of work for this project is as follows:
Task 1 - Describe Existing Facilities and Water Quality Concerns
Objective. The purpose of this task is to describe the features of the City of Bremerton's
(City's) existing water and wastewater infrastructure systems as they pertain to future water
reclamation projects. In addition, this task will include an assessment of the water quality issues
associated with potentially high salinity in the City's wastewater.
Approach. Existing data and mapping for the City's water and wastewater infrastructure
systems will be gathered from records and published documents furnished by the City. This
includes any existing comprehensive plans that may describe any future modifications to the
infrastructure. The City will provide summaries of flow and water quality data for both systems.
Of particular interest is the potential high salinity of the wastewater, l-Iigh salinity can adversely
affect reuse potential for irrigation and industrial applications. The City will provide recent
chloride and conductivity measurements. If the salinity is judged to be a concern, this scope will
also include a preliminary course of action to find the likely points where saline water enters the
wastewater collection system and estimate the potential-benefits and costs of eliminating the
source or providing pretreatment.
Products. The product of this task will be a brief description of the City's water and
wastewater infrastructure systems including the mapping of pertinent facilities and determination
of flows and hydraulic capacities. Wastewater quality data will be summarized. If high salinity is
found to be a concern for reuse applications, an identification of the saline sources will be
included, and recommendations will be made to remove or reduce these sources.
Task 2 - Identify Potential Reuse Projects and Determine Reuse Flow Demands
Objective. The purpose of this task is to identify viable reuse projects and determine the
design flows. This data will be used to size and select the most cost effective reclamation facilities
for these projects.
Approach. For the purposes of this study, the following four initial reclaimed water
projects are included: the Gold Mountain Golf CourSe, the Port of Bremerton Industrial Park, the

Puget Sound Naval Shipyard, and the groundwater recharge area for stream flow augmentation of
Gorst Creek. A description of the existing facilities and mapping of pertinent features of these
project sites will be developed. Demand data for' the Gold Mountain Golf Course will be
provided by the City of Bremerton via existing flow records. Potential reuse demand data and
reuse water quality limitations for both the Puget Sound Naval Shipyard and the Port of
Bremerton Industrial Park will be obtained via site visits, interviews, and review of existing flow
records by Brown and Caldwell staff. One site visit per identified project is included in this scope.
It is expected that the City of Bremerton will coordinate these site visits.
Reclaimed water usage for the Gorst Creek recharge area will be determined by a preliminary
hydrogeological investigation of the area using existing available data. The data fi-om these
sources will be evaluated and compiled to yield annual average, maximum monthly, peak day, arid
peak hour flow demands for each of the projects identified in Task 2. This scope does not include
provisions for hydrogeological field investigations including borings, test pits, and soils analyses.
Products. The product of this task will be a description of four potential reuse pilot
projects and a summary data table identifying the annual average, maximum monthly, peak day,
and peak hour demand for reclaimed water for these potential pilot projects. Specific project
water qualiW limitations for each use will also be summarized.
Task 3 - Summary of Regulatory Issues
Objective. The purpose of this task is to investigate regulatory issues as they affect each
of the potential projects identified in previous tasks.
Approach. The investigation of implementation issues will include a summary of existing
and pending regulations that affect the distribution and use of reclaimed water. Ex/sting
regulations that govern industrial and irrigation uses will be summarized. The status of pending
regulations that can affect recharge in the Gorst Creek area will be examined to assess their
impacts on the viability of this reuse option.
Products. The products from this task will be a summary of existing and pending
regulations affecting water reclamation in general and as they affect this project 'specifically, and a
list of issues for which the City may consider pursuing lobbying efforts.
Task 4 - Development of Alternatives for Potential Reuse Projects
Objective. The purpose of this task is to develop and analyze alternatives for the
preparation and distribution of reclaimed water to the four potential reuse projects identified in
Task 2.
Approach. Several viable alternatives for preparing and conveying reclaimed water will
be developed for each of the four projects, through use of the facilities descriptions provided in

Task 1 and the reuse demand estimates developed in Task 2. For unrestricted irrigation use
and/or for any uses with the potential for human contact (including most industrial applications),
Class A water quality will be required. The unit process treatment scheme needed for Class A
consists of filtration with alum and polymer dosing, disinfection to kill harmfi, d organisms, and the
prevention of biological regrowth in distribution piping, storage, and pumping.
Alternatives will be developed to show various combinations of localized versus regional
treatment and storage options (i.e., treatment at the wastewater treatment plant versus raw
sewage treatment adjacent to the application site, if viable). These alternatives will be developed
at a preliminary planning level showing unit process sizing data, a process schematic, and a
general facilities layout drawing.
Products. The products from this task will be unit process design criteria and the
de~telopment of viable treatment and distribution alternatives in sufficient detail to permit life cycle
cost analyses.
Task 5 - Cost Estimates and Noneconomic Assessments
Objective. The purpose of tiffs task is to develop life cycle cost estimates for the
alternatives developed in Task 4 and to assess their noneconomic factors. These cost estimates
will be used to assess the economic feasibility of each alternative studied.
Approach. Construction and total project capital costs will be estimated for the viable
alternatives, based upon general facilities sizing information for the alternatives developed in Task
4. Similarly, operation and maintenance costs for the alternatives will also be developed. A life
cycle cost analysis will be developed to compare all viable alternatives. An assessment of
noneconom/c impacts will include a general review of performance, environmental, and
implementation behavior and impacts of each alternative.
Products. The product from tiffs task will be a life cycle cost estimate for each viable
alternative. Capital, operation, and maintenance costs and unit costs of reclaimed water will be
included. A_ noneconornic assessment matrix of each alternative will also be prepared.
Task 6 - Public Involvement Participation
Objective. The purpose of this task is to assist the City of Bremerton with public forums
to describe the nature of this reuse project and to receive input from the public.
Approach and Product. Public participation will'include presenting the findings of this
study and responding to questions in one 2-hour workshop and one 30-minute Council study
session led by the City of Bremerton. Brief press releases will be prepared, one at the beginning
and one at the end of the project. This effort will also include preparation of handouts and visual
aids, including a "fact sheet" that can be used for other public education opportunities.

Task 7 - Report ~Preparation
Objective. The purpose of this task is to develop a report that summarizes the findings of
Tasks 1 through 6.
Approach. The draft and final reports will be comb-bound and will include a "stand-
alone" executive summary and figures which are legible when reproduced in black and white. The
final report will be the property of the City of Bremerton.
Products. Three copies of a draft report will be submitted to the City of Bremerton six
months after the Notice to Proceed. Review comments will be given to Brown and Caldwetl by
the City of Bremerton within four weeks of receiving the draft: report. One month after receiving
draft review comments, Brown and Caldwell will submit 15 bound copies of the final report to the
City of Bremerton.
Task 8 - Project Management
Objective. The purpose of this task is to provide guidance for the project to assure a high
quality product being delivered on time and within budget.
Approach. Brown and Caldwell will provide overall project quality review and budget
monitoring functions. This includes preparing the contract scope, schedule, and monthly progress
reports, attending public meetings, and monitoring the work of subconsultants (if any).
Brown and Caldwell shall submit to the City, at or before the kickoff meeting, a project schedule
indicating the dates when each part of the work will be star[ed and completed. The schedule shall
be subject to modification by the City. The schedule shall indicate all activities and mileposts on a
time-oriented basis with the critical path identified. The following information shall be shown for
each activity and critical path item:
