The City has been awarded $49,170.00 from the U.S. Department of Justice for
equipment (vehicle) purchases in the time period 10/01/98 to 09/30/2000. The Mayor
must accept this LLEB Grant within 45 days. The City must have a cash match of
$5,463.00 over the grant period. We request for the Mayor to accept. These funds
were included in the 1999 budget and will be presented to the Council during budget
review.
Mr. Gordy Byrd questioned the year and type of vehicle; and Mr. Montgomery
questioned how soon the vehicle would arrive. Tim Sholtis, Police Department
Administrative Support Manager, responded the vehicle would be a 1999 full size
sedan, and arrive possibly by the end of this year, or at a minimum, by early winter.
#0950 MISICIU (Montgomery/Olsen) Motion to accept the Local Law Enforcement Block
Grant.
8B - BUDGET ADJUSTMENT FOR VEHICLE PURCHASE, #AB98-257
The 1990 Plymouth Voyager van that was being utilized by the Special Operations
Group is in need of replacement. Jim Orton, Transportation Division Manager advises
that the net worth and operating expectancy of this van would not warrant the expense
of necessary repairs. He further advised that the vehicle should be surplused and
removed from the fleet. The proposed replacement van has been inspected by the
Transportation Division Manager and found to be an equitable replacement.

replacement vehicle immediately.
Public comment - none.
Mr. Overson asked which fund this money would come from, and will this be the limit of
the funds for this year. Captain Craig Ro.qers stated the funds would come from Fund

also funds from forfeitures relating to drug issues. He further stated this would be it for
this year.

8C - SR304 TRANSPORTATION IMPROVEMENT PROJECT ASBESTOS REMOVAL
NO. 2 - CHANGE ORDER INCREASE, #AB98-258
Northwest Abatement Services, Inc. was awarded a contract to remove and dispose of
asbestos for 21 separate s~ within the SR 304 Transportation Improvement
Project. This contract was prepared in coopa'al~n with the Washington State
Department of Transportation to allow for the additioo of extra asbestos abatement work
during the contract. Expedient removal of the asbestos is necessary to maintain the
schedule for structure demolition and project construction. At award of the initial
contract, the Mayor was au~ to execute change orders for a total contract
amount not to exceed $90,000.00. Change orders have been executed for 9 additional
structures, which have increased lhe current total contract amount to $83,727.27. Eight
additional structures will require asbestos abatement in the next month. It is estimated
that this additional work will req~m the total contract amount be increased to $110,000.
The action before the City Cot.~ca is to authorize the Mayor to execute change orders
on the SR304 Asbestos Removal No. 2 contract for a total contract amount not to
exceed $110,000.
Lynn Price, SR304 Project Manager, stated the asbestos removal was an important
segment of the overall project, since it must be ren~ved before the demolition of the
buildings continues. Gordy Byrd asked for clarification on the location of the buildings.
Mr. Price stated the buildings am located on Callow Avenue, between First Street and
Farragut Avenue, near the 7-11
Mr. Overson questioned why the contract amount was lower than previously reported
at the Operations Committee meeting. Mr. Price stated that after conversations with
Committee members, and Deparlment of Transportation staff, it Was determined to be in
the best interest of the City to go ahead and add just the 8 structures currently available,
because they are more typical ~lhe work that is currently being done by this contractor.
Further contracts will be brought be[ore Council in the near future.

8D- BUDGET ADJUSTMENT FOR 1998 GENERAL FUND/FACILITIES~ #AB98-259
General Fund/Facilities is in the process of performing or has performed a vadety of
improvements to City facilities that have been provided for in the 1998 budget for
individual departments benefiting by the improvements. Work done, or to be done,
includes the repair of Downtown Library doors, remodel of video production room at City
Council, rough in bathroom at Fire Station #3 warehouse, parking garage
improvements, relocation of Permit Center offices, demolition of 220 Burwell, and
replacement of front entry door and remodel of Police Department counter. A budget
adjustment in amount of $20,000 is necessary to provide for the work being
accomplished by General Facilities.
Rich Hanna, City Treasurer, stated that even though there was adequate funding in the
aforementioned departments, the General Facilities budget was not originally crafted
with the expectation of performing this work. Therefore, an expansion of the Facilities
expenditure authority in the amount of $20,000 is being requested. He also clarified
that most of the work has already been completed.
Public comment - none.

10A - RESOLUTION NO. 2679, AMENDING FIRE DEPARTMENT FEES AND
CHARGES FOR EMERGENCY AND NON-EMERGENCY SERVICES~ #AB98-260
A Resolution is being proposed to increase the fees for ambulance transportation.
Chief Al Duke, Fire Department, stated the last time ambulance fees were raised in the
City, was in 1995. This proposal recommends that the City raise the ambulance fee by
$35.00 across the board. Comparison rates charged by other fire districts in the area,
show that the City of Bremerton still has one of the lowest rates, and the rate is still
slightly less than what it costs to recover the direct cost associated with answering a
call. The current rate of an ALS transport is $200 per call, and this Resolution will raise
that fee to $235.
#1995 MISICIU (Montgomery/McConnell) Motion to pass Resolution No. 2679,
amending Fire Department fees and charges for emergency and non-emergency
services.
11A- PUBLIC HEARING ON PROPOSED t999-2000 BUDGET, #AB98-261
Pursuant to State statute, the City is required to have one public hearing regarding the
proposed 1999-2000 budget.
Mayor Horton stated that this was a very difficult budget to put together, especially with
news received the first part of October, which indicated that some residential City
property had been devalued. She briefly described some of the areas being looked at
in the City to remain in the confines of the budget, such as reorganization of staffing,
TAPE #1581

and ways the City can reduce the use of supplies and services. She discussed the
larger Capital Projects such as the Gorst Connector, continuation of the Combined
Sewer Overflow (CSO) program, Phase 2 of Callow, and improvements to the Anderson
Cove area. In addition, the Evergreen Park redevelopment is projected to occur, along
with other miscellaneous street projects. In the year 2000, the City is looking at a CSO
project in the Pine Road area. She believes this budget will serve the City well in 1999
and the year 2000.
Roy Mclnnis referred to the Mayor's comments regarding repositioning of
Management, and wanted to know how that can save money without downgrading
services. Mayor Horton responded that she was mainly referring to repositioning in the
Police Department, which will take positions from one area of control to another area, to
have a better "span" of management control, and do a better job of servicing the public.
There will be no decrease in Officers patrolling the street.
No action.., public input only.
With no further business, meeting adjourned at 6:40 P.M.

Attached you will find the 1999 (January 1, thru December 31,) Contract For Supplemental
Services. This agreement is between the City of Bremerton, by and through the Bremerton Police
Department and the Housing Authority of the City ofBremerton (BHA).
Currently there is a like contract in effect in which the Bremerton Police Department provides
supplemental law enforcement services to the BHA. The contract before you is a request to once
again enter into an agreement between the City of Bremerton (Police Dept.) and the BHA for the
same services currently being provided by the contract in effect.
The following are the only changes negotiated with BHA, between the current contract and the
proposed 1999 contract.
Section A, (Scope) item #2
Current contract calls for part time service "with police car". .....
New language excludes the "with police car" language which will allow the police department to
be more flexible in how the service is delivered. (i.e; bikes)
Section C, (Compensation) item #1
Costs of one new hire to replaced assigned police officer has been changed from $49,197.00
(1998 costs), to $51,593.00 (1999 costs).
The maximum number of total dollars available in overtime has been adjusted from $30,894.00
(1998), to $29,952.00 (1999).
Total compensation to be paid by BHA to the City of Bremerton, per the proposed 1999
Agreement is $81,545.00 as compared to the current 1998 agreement total of $80,091.00.
Other than the above referenced items there are no changes in language between the current 1998
and proposed 1999 agreement.
5. Impact of Non-Passage:
Non passage would result in the loss of a very significant community oriented program in the
Westpark area. The Westpark Officers presence has played an integral part in BHA's ability to
reduce crime, and promote a positive environment for families residing there.
Additionally, non passage of this request would result in the potential elimination of one
uniformed officer position within the Police Department, as the proceeds from this agreement
allow the department to place an experienced officer in Westpark and to then hire an entry level
officer in his/her place.
6. Impact on Staffing, Budgets, Facilities, Equipment or other Resources:
Authorizing this agreement to go into effect will have no negative impact to the Police
Department Budget for 1999.
7. Research Source~;
Lois Nowlin, Budget Analyst for the City of Bremerton, provided current salary information
which was utilized in the compensation portion of the proposed contract.

GUIDELINES FOR EVALUATING CRIMINAL
HISTORIES OF APPLICANTS TO L.R.P.H.
The decision regarding approval or denial of an application ro Low Rent Public Housing (LRPH) will
always be left to the sound discretion of the Housing Programs Manager or The Assistant Housing
Programs Manager. It is the goal of BHA to only' accept applicants who BHA believes will be able to
meet the essential requirements of tenancy and who will not adversely affect the health, safety, or welfare
of other residents. The following guidelines are intended to assist and guide the decision makers in
approving or denying applications so far as criminal activities are concerned.
The denial of an application based on criminal activity shall be treated the same as a denial for any' other
reason, i.e., the applicant is entitled to view before the Housing Programs Manager.
Evidence of any member of the applicant household having engaged in the listed criminal activities will
be grounds for taking further screening action as described. BHA's approval or denial of an application
will be based on the criminal activity engaged in, and is not dependent upon any action or inaction by
any law enforcement agency, district attorney, or court. However, evidence of conviction for a er{me
shall be conclusive proof that a particular criminal activity was engaged in, and no denial decision shall
be based solely upon the fact that an arrest was made for any particular crime.
An applicant household will be placed in Category 1, 2, 3, or 4 for further screening according to the
highest category into which an occurrence of any listed criminal activity falls. Any second and
subsequent occurrences in any one category will be placed in the next higher category. Any occurrence
more than 10 years old will be placed in the next lower category.

Re: Proposed Inland Empire Residential Resources building
Councflpeople,
On last Monday evening a meeting was held by you and in that meeting the
proposed construction of a structure was discussed. The building consists of 2
"0~ lot line single family residences with accessory dwellings above.
I contracted with IERR to construct this building approximately 1 year ago and
commenced the building permit process which is fmished and that permit has
been issued.
There seems to be some other obstacles the council is throwing at IERR
regarding funding. Although I am confused about the city's balking at this
project my main concern is about an alledged question by one of your
councilmen, Mr. Montgomery I believe, regarding the chance that my company
might build an eyesore in that neighborhood. Anything would be an
improvement on that street.
I imagine that was the City's thinking when they allowed a mobile home (some
might say modular home, but it came in on wheels) to be placed on the coruer
just up from this proposed site.
When I brought the blueprints into Community Development there were no
less than 2 positive statements made as to the appeal of the proposed building.
I have, in the last 2 ye~_-_~ built some 14 new homes (all sold) on Daniels
Avenue in the West Hilh =__-~ and I ask tha: any one or all of you go up there
and see what I am capak~½ :f doing for a cgmmunity. Knock on any door and
the owner will gladly spe~x _~c.r me as a per~n and a builder.
I was born and raised in _~-emerton and anyone who knows me knows I have
never played a raise card m my life. but I have worked very hard over the last 19
years to build a reputation as a quality builder and honest person who just
happens to be black. X~en the word 'evesore" passes my ears I get testy
because that is something ~-~ith whlch I will not be associated.
In closing, I don't know ~ the hangups with your allowing this project to
commence but being here ~_s long as I hax-e I have witnessed the City's old
fashioned "Don't change ,--'~gs" attitude become the demise of what used to be
a thriving little town. VCna~ in the world could be wrong with a beautiful,
fenced- in and off-street parking addition to the tax rolls where there is now a
vacant lot that serves ~o purpose except as someone's private parking lot?
What's more you get whm all citys want and that is a cluster of possibly 4
dwellings on one parcel o/land.
Apparently other cities are excited about this approach as IERR is having no
resistance in other towns around the country and I believe this state has
allocated some 8200,000 pins for this particular site.
Sincerely,
1018 Ninth St

Re: $50,000 HOME application by Inland Empire Residential Resources
We feel this application should be denied for the following reasons:
The application refers to two single family homes, with accessory
dwelling units on a zero lot line. In reality, you are talking of a
fourplex, or a pair of adjoined duplexes and the sqUare foot area of the
lots is insufficient, according to Code.
Planned access to 1006 and 1008 Ninth Street would be by alley,
which already serves as the only access by vehicle to four of the home
owners who front on Warren Ave. Two of those homes require the use of
public handicap vehicles. Our area is severely impacted with traffic
from Warren Avenue, the playfield and our own residents. Those living
on Ninth Street have been forced to obtain residential parking permits
to ease the situation. The traffic from an additional six parking
spaces, as planned by IERR, places a~ insurmountable burden on the
established homeowners. It is a dangerous and unacceptable location for
developmentally disabled residents.
Many of the caregivers smoke and some of the residents. Smoking is
not permitted inside the dwelling units and we see no provision being
made to accommodate this activity, which is especially desirable in
inclement weather.
The plans show the proper setbacks, but there is no private place
for the residents to be outside when the weather permits unless the
intention of the planners is to place them in the unused parking places
There is no yard, as such, and all in all, the entire plan is claustro-'
phobic and would not contribute to the mental health and well-being of
the residents.
~U~5>~ Last but not least, there is the matter of crime in the area.

The traffic from an additional six parking
spaces, as planned by IERR, places an insurmountable burden on the
established homeowners. It is a dangerous and unacceptable location for
developmentally disabled residents.
Many of the caregivers smoke and some of the residents. Smoking is
not permitted inside the dwelling units and we see no provision being
made to accommodate this activity, which is especially desirable in
inclement weather.
The plans show the proper setbacks, but there is no private place
for the residents to be outside when the weather permits unless the
intention of the planners is to place them in the unused parking places.
There is no yard, as such, and all in all, the entire plan is claustro-
phobic and would not contribute to the mental health and well-being of
the residents.
Last but not least, there is the matter of crime in the area. I
have had to call the police a number of times regarding vandalism,
prostitution and drugs. There have been several robberies recently. The
residents need to be sheltered from these things as they are unable to
fend for themselves and the caregivers as a rule are young and
inexperienced.
Sincerely,
Gen, e and Nancy McKelvy

Dear Council Members, Mayor and Citizens,
Thank you for the opportunity to address this forum in reference to the "H.O.M.E."
apphcation submitted by I.E.R.R. (Inland Empire Residential Resources).
We have hved at 1001 Warren Ave. for over 40 years and our property a-joins the
proposed building site. We hve in an area with over 80% of the homes occupied by
single family owners, compared to 60% rental property residents just 8 years ago.
This swing to single family residents has been made possible by programs
supported and subsidized by the City of Bremerton and the hard work of many long
time residents in our area, and we wish to see this trend continue.
By supporting such a large oversized project, such as the one proposed by I.E.R..R.,
the H.O.M.E. program would be seriously undermining everything our
neighborhood has worked so hard for, mainly rebuilding our neighborhood to single
family status.
It is our understanding the proposed project, ff approved as submitted, would allow
an 8 bedroom duplex, with 6 paved parking spaces, and a green belt of under 6 feet
on each side of the facility to occupy an area only 60 feet wide by 100 feet deep. We
feel this is not only out of character for the neighborhood in size and style but its'
use as a group-home with up to 68.8 hours per day of services (assisted hying
services) will severely tax our already busy neighborhood.
Furthermore, Mr. Gary Wilson, of Communitas, has informed us that wheelchair
bound citizens will be living in this structure, yet representatives of the City of
Bremerton have told me that the builder, Mr. Ron Burley, has stated no handicap
access is being provided and the current plans submitted to the City verify this
concern. How can we as a city support such a program.
Page 2
We as a neighborhood would hope you, the council, will take a long hard look at this
project, drive by the building site at 9th and Warren, and side with us in denying
the use of such funds for a project that will undermine the tremendous efforts that
have been taken to improve our single family neighborhood. Thank you for your
assistance in this matter.
Sincerely,
Rober~ J.falnan

EVERGREEN PARK REMYDL~TION PROJECT
CONTRACT CHANGI PROPOSAL
Exponent is pleased to present the CL--r :SBremerton (City) with the
following upda~ contract change ~ regarding the City's contract
for support ser~Sc~ in the envirom :emediation of Evergreen Park.
CHANGE 1 - FOCUSED FEASIBILITY S~TDY TASK AND INTERIM
ACTION WORK PLAN
Additional Scope
The engineering compmamt of this project eatamded as a result of discussions
with the Washington ~ Department of Emlu~ (Ecology), Attorney General's
office, and City's atton~rs. The following sexaims must be supplemented to
comply with the joint needs of the above-~
· Nature and Extent of Chemical of trna, est
· Conceptual Model of Chemical Tran~_ rt and Fate
· Human Heakh and Environmental ]?a~ard Evaluation
· Applicable Regulations and Cnfide. Fmm
· Remedial Action Objectives
· DescriptionofCorrective Action
· General Design~ Requirements
· Aboveground Structure Removal
· Underground Tank and Piping Reano~
· Grading and Capping
· Performance Compliance and Moni~Sng Plan
· Monitoring and Extraction Well lmsailafion
· Operation and Maintenance for I_Y, APL Extraction System
· Institutional Controls
A second component of this task is the pre~ of a detailed preliminary cost
estimate to complete the peoject as requested~ City and the City's attorneys.
This cost estimate pmvSdes an indication olive cost for financial
planning and supports the submittal of the ~ action grant application. To
compile the estimated costs, Exponent will ah~ preliminary bids fxom various
contractors, provide standard engineering ~ for specific technical
elements, compile backup assumptions to support the estimate, and recommend
areas where additional cost estimates need to be obtained (e.g., asbestos removal).
The draft versions of the Focused Feasibility. Study and Interim Action Work Plan
will be subjected to agency review, state Attorney General review, and public
comment. Exponent anticipates that after the public review and comment period
additional minor modifications of these documents will be necessary. These
changes will be conducted under the state negotiationstask (Change 2). Exponent
expects to address technical comments from this process in revised final reports.
Assumptions used to estimate this amendment amount include:
No costs for the Interim Action Work Plan were incorporated into the
original 1995 authorized budget. This task was requested by the State
to support the Agreed Order.
· Finalization of both documents w/Il be performed under Change 2 -
State Negotiations Task.

Additional Budget Proposed
Revised Budget
$50,451
$91,921
$142,372(pleasereferto Table 1)
CHANGE 2 - STATE NEGOTIATIONS TASK
Additional Scope
The amount of negotiation support that Exponent has provided exceeded
Exponent's estimations made in 1995. This support includes the development of
project strategy and the provision of additional administrative support (e.g., draft
grant submittals, prepurchase agreements, city council presentations, Ecology file
reviews, and periodic discussions with State representatives concerning the grant).
In addition, Exponent was asked to support the City's attomey in the preparation
of a draft Agreed Order. The funding increase will allow Exponent to prepare
supporting documentation such as the State Environmental Policy Act checklist,
evaluate permitting requirements, and maintain active involvement in upcoming
negotiations with Ecology and the Attorney General. Costs for additional agency
review periods are incorporated into the City's presentation discussing the
proposed uses of the park and the master plan for neighborhood redevelopment.
Assumptions used to est/mate the budget for additional requested tasks include:
Exponent has spent approximately $6,800 per month for general
technical assistance, strategy development, and project coordination
since December 1997. A similar level of effort is expected for the
following 6-month period, which is the expected length of time before
remediation and construction of the park can begin.
The budget includes costs for four additional inter-team meetings with
the City and six meetings and/or conference calls with the State
agencies. These meetings are expected to occur as part of the agency
review process and in response to the public comment period. Based
on previous meetings, up to four Exponent people are included for
each meeting; the actual number of people will depend on the
meetings' agendas and will be minimized to the extent possible.
Travel time and expenses are included in case these meetings are held
onsite or at the City's offices in Bremerton.
Public meeting expenses include preparing and providing presentation
graphics and meeting attendance by two Exponent team members.
The attendance at the public hearing meetings is separate fi-om the
inter-team meetings discussed above.
Finalization of the focused feasibility study and the Interim Action
Work Plan will be performed under this task. This is expected to
occur following the public review period. Based on the close
coordination conducted to date with the State, minor modifications are
anticipated. The budgeted amount of $8,000 for document finalization
reflects this assumption.
The current budget is 82 percent spent. The remainder of the current
budget and the additional budget proposed reflect anticipated future
expenditures.
