Mr. Shepherd stated that he spent about 8 hours at the Kitsap County Salmon Summit
this past weekend. Informative discussions were held with Biologists, and experts in
fisheries, wildlife, and forestry, and many local and State legislatures were in
attendance as well. His primary focus was on efforts being made to solve the problems
with habitat restoration in the Kitsap County area.
Mr. McConnell stated he received many calls this past week, and it was gratifying to
him to know that people are interested in what the Council is doing. He welcomed all
comments, regardless of the position, on any issue.
Mr. Olsen stated that he too received many calls from citizens, and that he also
appreciated hearing what the people think.
Mr. Mont~omerv made the following announcements: 1) The final broadcast of the
Ferry Advisory Committee meeting would be at 10:00 A.M. this Friday; 2) The next
"Believe in Bremerton" session would be held Tuesday, November 10, at 9:00 A.M. in

Mayor Lynn Horton complimented the Admiral Theater and the Evergreen Children's
Theater for the outstanding performance on Saturday. A representative from the
National Endowments for the Arts was also in attendance, and this may lead to the
Theater being a recipient of a grant from the organization. She asked the public to be
"safe" and "sane" this Saturday for Halloween, and provided a list of safety
recommendations. She also reminded drivers to be especially careful of children "trick-
o-treating". Sheridan Park will again be hosting a Halloween Party with the "Dancing
Pigs" providing the entertainment.
PUBLIC RECOGNITION
Rev. Cleveland Williams, Ebenezer A.M.E. Church, expressed his gratitude to the -
Council for "epitomizing the essence of a government for the people, of the people, and
by the people", and addressing the many issues and concerns of the community.
Gordy Byrd invited the public to a dinner being served by students at Olympic High
School on November 24; and for the month of November, dinner will be served every

was held at their annual social on Monday. Plaques were given to those who
volunteered their time to help make the Blackberry Festival such a success.
Roy Mclnnis echoed the sentiments of Pastor Williams, and thanked the City Council
because he can appreciate the difficult process they had to go through.
Bob Janecke wanted to commend Mr. McConnell, Mr. Reed, and Mr. Olsen for the
stand they took in stating the City Council should not have addressed the 1-200 issue,
and expressed his disappointment with the other Councilmen.
Del Knauss read a list of questions: 1) What is the cost for sidewalk improvements on
Burwell; 2) Will this Council take steps to change the Council Rules & Procedures to
stop Council from taking action on initiative items; 3) Is the parking lot behind City Hall
supposed to be used for political campaigning since it is City property; 4) Since the
County is trying to find a way to set the Commissioners pay and have rulings and advice
from the Attorney General, doesn't the Council feel they should get higher legal advice;
and 5) When will the City know whether tax share from the County is going to be
severely Iow, and what steps are being taken to cover any shortfall.
Shawn Hartley, owner of Touch of Leather, was pleased at the quick response
received from the City regarding the parking concerns of downtown businesses. He is
anxious to get a meeting scheduled with the Mayor and other business owners to get
the dialog started.
Susan Brown stated that back in January, she wrote a three-page handout to the City
Council on requested changes in the Code of Ethics. She adjusted one of the changes
by adding, "... elected City Officers shall take a leave of absence when running for
public office..." due to the issue brought before City Council last week.
Al Colvin addressed the City Council, and apologized if he committed any indiscretion
at the last meeting. At that time, he advocated the City Council support a Resolution
opposing the 1-200 issue. He applauded the efforts of the Council because he knows it
took a lot of courage for them to vote, regardless of how they voted, and now must
unite. Mr. McConnell clarified that the Council is not divided, and is one team.
MAYOR'S REPORT (continued)
Mayor Lynn Horton introduced Officer Greg K. Steele, who has been with the
Bremerton Police Department for 25 years. Mayor Horton praised his work as an
Officer, and congratulated him for his years of service. He is presently the fourth senior
member of the Department, and the City has appreciated his efforts. Police Chief Paul
Du Fresne provided some history of Officer Steel with the Department, and also praised
and congratulated him for his many years of service. Officer Gre.q Steele thanked the
City for the recognition, and explained how he has never desired to pursue the rank of
Sergeant, or higher, because he has liked the job as a Patrol Officer, and stated it has

been a great career. Council Vice-President Montgomery, on behalf of the City
Council, thanked Officer Steele for his many years of dedicated service.
8A - PUBLIC HEARING OF ORDINANCE (FIRST READING) REGARDING THE
GRANT OF A NON-EXCLUSIVE FRANCHISE TO FALCON VIDEO
CO M M U N ICATIO N S, #AB98-240
Culminating 15 months of negotiations, the City and Falcon have agreed upon a
franchise ordinance that grants Falcon a non-exclusive franchise to operate a cable
system within the City for the next 10 years. Highlights include: 1) a system upgrade to
83 activated channels within 24 months; 2) Public Access Channel support; 3) I-Net
provisions to include development and future construction at cost. The Falcon franchise
only includes 100 subscribers near Kitsap Lake.
Kathleen McCluske¥, Administrative Services Director, briefly summarized the
"Bremerton Cable Franchise" document. She clarified that the franchise is an 8-year
term, however, if the upgrades are completed within 24 months, it will become a 10-year
term. She further explained that this franchise is very similar to the TCl franchise, with
few differences, and that the compensation sections of this franchise are very generous
based upon the number of subscribers in the area. She pointed out Mr. Jerry Rotondo,
General Manager of Falcon Cable, was available to answer any further questions. He
has assured the City that at this point, the upgrade schedule is proceeding, and will be
completed within the 24 months.
Public comment - none.
#1320 MISICIU (Shepherd/McConnell) Motion to approve ordinance on first reading,
and summary granting Falcon Video Communications a non-exclusive franchise to

Planning Commission Meeting
March 17, 1998
L Call to Order
The meeting was called to order by. Chairman Robinson at 6:00 PM.
IL Roll Call
Those present were Chairman Robinson, Commissioners Boyd, Stone and Dingfield. Quorum certified.
Chairman Robinson reported that Commissioner Adams was ill and would not attend the meeting, and
that Commtssioner Wolfe would arrive late. Commissioner Wolfe arrived at 6:20 PM.
III. Approval of the Agenda
Motion by Commissioner Stone to approve the agenda as presented. Seconded by Commissioner
Dingfield. Question called: Boyck yes; Stone, yes; Dingfield, yes; Robinson. yes. Motion passes.
IV. Public Hearing
1. Pre-Annexation for Sheridan Heights area - PAZ98-0001, consideration of comprehensive plan
and zoning designations.
Ron Hough presented the staff report. This proposal is for consideration of approximately 172 acres in
the Sheridan Heights area including 233 residences.
Overheads were presented covenng cra-rent county, zoning, topography, the overall process of the
annexation process, and proposed comprehensive plan and zoning designations (both county and city.).
It was noted that this area was part of the interim urban growth area as outlined in the Kitsap County
plan. The current county interim zoning designation for this area is UR-6 (up to 6 dwelling units per
acre).
High density is not being considered for this area. only low and medium density. Two options were
presented.
Option A which outlined existing condomim-m~ and adjacent lands with a comprehensive plan
classification medium density (MDR) with a zoning of Multi-Family (IMF) and all other lands would have
a comprehensive plan designation of low density with a zoning of Single-Family (SF3).
Option B would essentially have the same comprehensive and zoning designations but classifies a portion
of property in the southeast comer as SF2 versus SF3 in the first option. The only other difference is the
inclusion of two lots in a MF zone and the exclusion of two other lots in the MF zone.
Three or four letters were received. One letter received from Sturdy Sturdivan was read into the record.
They were in favor of the annexation, but had concerns including the infill not fitting into the value of the
homes there presently causing devaluation and social problems. The slopes and water retention problems,
as well as traffic problems were mentioned also.
Commissioner Boyd wanted to know the names of the streets in the annexation area.
Page 1 Planning Commission Meeting, March 17, 1998
Mr. Hough pointed out the streets on the overhead.
Commissioner Stone inquired regarding the interim zoning placed by the count).'.
Mr. Hough stated that the current zoning was UR-6. or 6 dwelling umts per acre maximum.
Commi.~sioner Dingfield wanted to see the topographical map and the proposed zoning designations
shown side by side on the overhead projector.
Public Testimonv
It was generally asked to have the proposal restated. Options A and B were reviewed.
Dick McConahay, 2938 Ponee Dr. read a letter into the record. He xvas in support of Option B. He
addressed the past decision of the Vergeer property, to zone that particular property as SF2.
Ruth Deem who owns 5 acres in the annexation area spoke in favor of the proposed annexation.
Greg Branch, 3146 Sahali Dr, spoke in regards to development with AnnaMarie Cole. He was in favor
of the medium density zoning. He was in support of either option.
George LaCount, 3122 Tracyton Beach Rd, pointed out that there was a typo in the definition of SF3. It
was stated as 3-3 dwelling units per acre, when it should have read 3 - 8 dwelling umts per acre.
Jerry Vergeer, owns 12 acres in the area to be zoned SF2 in Option B. Not in favor of Option B.
Cannot understand why his property is being singled out for the lower densi~ zoning. He would like his
property to be brought into the city with a SF3 zoning designation.
John Chitteden, 3762 Tra ,cyton Beach Rd. oxvns 7 acres in the northern end of the annexation zone. In
favor of either option.
Reg Robinson, Narrows View Condominiums. La favor of the annexation. He would like to see the
Vergeer property to have a SF3 zone designation, with all lots zoned MF in both options combined for
another option.
Bill Smith, objects to high density use along Sylvan Way.
Rick Smith, concerned about the increase in traffic along 31st Street due to the MF zoning in that area as
well as drainage problems, especially those problems which arose from the construction of the Sahali
Condominiums. He is in favor of the options except for the MF zoning designation on 31st Street.
Joanne Morris, lives onE 31st Street, also feels that more traffic on 31st Street would not be a good idea.
It would be too highly congested.
Dick Estridge, 2720 Tracyton Beach Rd. Feels that SF2 would be more appropriate for the whole area
than SF3.
DeeDee Beeldey, concerned with the congestion mused on E 28th and E29th due to the increase in traffic
due to higher density and svith erosion problems.
Commissioner Boyd wanted to add information regarding the area and problems with flooding.
Page 2
Planning Commission Meeting, March 17, 1998
Chairman Robinson inquired as to the corm .ty's interim designation of UR-6 and what Wql happen ff the
Hearing's Board does not approve the Comprehensive Plan. Could any decision we make tonight be
invalidated?
Mr. Hough stated that the interim zoning is separate from the comprehensive designation. We ~-ill not
know as to the last designation for a few days, but we imtiated the armexation under the interim zoning
(which is urban) and xve may be vested under this zoning.
Commissioner Stone asked that E 31st be pointed out on the overheack which Mr. Hough did.
Commissioner Stone also wanted to know if under the county's designation of UR-6 if multi-family would
be allowed as a variance. Mr. Rough stated that he didn't believe so. Commissioner Stone also wanted
clarification as to a previous decision by. the Planning Commission and City Council to zone the property
in the southeast corner to SF2.
Mr. Hough indicated that a couple of ffe~s ago that particular property underwent a Pre-Annexation
process in which a recommended SF3 zoning designation was changed to SF2 following public input. It
is an ordinance, which can be changed.
Commissioner Wolfe wanted to apologize for arnving late, and wanted to know why the Vergeer
property was being treated differently.
Mr. Hough indicated that property has already gone through the pre-annexation process and through
public input a zoning designation of SF2 was already predetermined. Mr. Hough also wanted to point out
that SF2 has undergone a change since this property was looked at 2 years ago. Currently, the SF2
designation does allow a maximum density of 8 dwelling units per acre, when developed under a Planned
Unit Development Process; whereas 2 years ago it was only based on minimum lot size, or 4 umts per
acre.
Commi.qsioner Stone was confused as to why we could adopt option A when the SF2 zoning designation
was already determined.
Mr. Hough indicated that any of these options could be changed in any way.
Commissioner Robinson wanted to know ff Option A were to be adopted would it change the ordinance
already adopted?
Mr. Hough stated that the ordinance would have to be amende~L
Commissioner Robinson wanted to state that it appeared discriminatory to zone only one small portion of
the area SF2.
Mr. Hough commented that one person who testified that all SF3 should be SF2.
Terrie O'Neill wanted to comment that in the last version of the comprehensive plan, the Sheridan
Heights area was designated as a joint planning area not a rural area.
Commissioner Robinson wanted to make sure that our zoning designation was proper for this area.
Ms. O'Neill indicated that development in this area would be subject to SEPA.
Commissioner Dingfield wanted to comment on the Vergeer Pre-Annexation hearings and the good
comments received concerning the sensitivity of the land involved, and did not want to throw out all the
time and effort involved in that process and the findings that came out of it.
Page 3 Planning Commission Meeting, March 17, 1998
Motion by Commissioner Dingfield that the Bremerton Planning Commission, recommend the
comprehensive plan option B and the zoning option B for application on the Sheridan Heights Area
upon annexation into the City. Seconded by Commissioner Boyd.
Commissioner Boyd had a question as to ff we were adopting both comprehensive and zoning
designations at the same time.
Commissioner Dingfield indicated that the two could bo split.
Commissioner Boyd suggested that the SF3 zoning designation be lowered to SF2. because the ma,XZmum
density allowed, would be the same in both designations.
Commissioner l}ingficld stated that any environmental issues would ~ addressed at mac of
development.
Commissioner Stone stated that lac would have to vote against thc motion. Due to the discriminatory
zoning classification placed on Mr. Vergeer's property. He feels that it was realistic 2 years ago. but
unrealistic now.
Commissioner Wolfe wanted to know what the alternative would be.
Commissioner Stone favors Option A.
Commissioner Dingfield supports Option B due to the character of the neighborhood upon annexation
into the city,.
Question Called: Wolfe, yes; Dingfield, yes; Stone, no; Boyd, yes; Robinson, yes. Motion passes.
Mr. Hough wanted clarification as to which option passed. It was clarified that Option B is the option
which passed.
2. Manufactured Housing Code Amendments
Mr. Ron Hough presented the staff report. This is in response to placement of unauthorized strums on
unimproved lots in the city. This amendment essentially cleans up the site plan review process to ensure
that the site is properly prepared and the manufactured home is up to city standards before bringing the
structure into the city and placing it on the site.
An overhead was shown outlining the changes to the code, including Inspection of the site and home
before placement.
Public T~ny
Eugene Donovan, wanted to commend the building department for these positive changes. Had a
question regarding a change of phrasing from specific language regarding one manufactured home on one
lot to a more general statement of "manufactured homes are permitted". He was concerned that a
misinterpretation could be made which could cause more than one manufactured home on one lot.
Mr. Hough removed that language because the land use tables and other restrictions in the zoning code
address the number of homes per lot. It is possible to have more than one if density requirements are met.
Page 4 Planning Commission Meeting, March 17, 1998
Commissioner Stone wanted to know the reasoning for the rezone.
Mr. Hough indicated that the reasoning was so that the building could be used for other educational uses.
A motion was made by Commissioner Stone that the Bremerton Planning Commission find that this
rezone request satisfies the City's rezone criteria and that a recommendation for approval be
forwarded to the City Council. Seconded by Commissioner Boyd. Question called: Boyd, yes;
Stone, yes; Dingfield, yes; Wolfe, yes; Robinson, yes. Motion passes.
Chairman Robinson inquired as to when this rezone proposal would be presented to the City.' Council.
Mr. Hough indicated that it is still in state review and would be presented before the City. Council in Ma),.
Commissioner Dingfield wanted to know ff this would be included in the upcoming comprehensive plan
amendments.
Mr. Hough indicated that there would be no comprehensive plan amendment necessary..
Meeting Adjourned.

Subject: Sheridan Heights Annexation
We had talked to Terrie 0~Neil and attended every
meeting regarding the annexation of Sheridan Heights,
so it was a surprise when we found out there had been a
meeting regarding a modified annexation and we were not
notified or included in the modification.
Upon talking to ~ 0 Nell I found she was under the
impression that if our property and the other four lots
adjoinin~he annexation were included there would be an
island or a very irredular city limits lineo She said she
was a bit confused as to our exact location and the lots
involved°
As far as I know all of the 5 homes involved have Mn
Outside Utilities Agreement with the city and therefore
a yes vote on annexation.
As you can see on the inclosed map adding these five
parcels would not leave an island or unusual city limits
boundry, therfore we would appreciate your support on
including our property in your modified annexation°
Thank yo%%, , ./

Dear Ms. McCluskey:
I have reviewed the information you forwarded regarding the proposed Camp McKean
annexation. According to my calculation, the petition represents 100% of the assessed value of
the annexation area. The calculation is based on the assessed values upon which taxes payable in
1998 were levied.
If you have any questions or comments, please call me at 337-7091.
Sincerely,
