RW/ab Attachment PUBLIC WORKS AND UTILITIES ENGINEERING DIVISION MONTHLY STATUS REPORT PRESENTED TO THE CITY COUNCIL ON SEPTEMBER 1, 1999 RANDY WITT, CITY ENGINEER BTC PROJECT UPDATE RANDY WITT, CITY ENGINEER PUBLIC WORKS PROJECTS UPDATE JEFF SHEA, SENIOR ENGINEER UTILITY PROJECTS UPDATE TOM KNUCKEY, SENIOR ENGINEER SR304 TRANSPORTATION IMPROVEMENT PROJECT LYNN PRICE, PROJECT MANAGER SPECIAL PROJECTS UPDATE DAN MILLER, PROJECT MANAGER BTC PROJECT MONTHLY UPDATE TO CITY COUNCIL SEPTEMBER 1, 1999 Upland work continues to proceed on the ferry terminal building. Structural steel for the terminal was set and 735 cubic yards of concrete slabbing material were placed in the last three weeks. Underground utility construction work is proceeding concurrently. Construction of the new ferry terminal floats is proceeding for delivery in the fish "window", when over-water construction is allowed. The ferry terminal holding area is in its smallest configuration. Change over of traffic in the ferry terminal area is smoothing out. The intersection of Burwell Street and Pacific Avenue has been problematic at periods when the ferry terminal overflows back up to that area. City staff is working with the BTC project partners to address traffic management in that area. RW:ab 99277 Randy Witt, P.E., City Engineer BTC Project/Monthly Update to City Council September 1, 1999 Page 1 PUBLIC WORKS PROJECT UPDATE MONTHLY REPORT AUGUST 1999 WERNER ROAD CORRIDOR/WEST HILLS COMMERCIAL IMPROVEMENTS Design continues on the stormwater, traffic signal and roadway plans. Designs are approximately 65 percent complete. Details addressing wall locations, traffic signal layout, etc. are proceeding. Right-of-Way acquisition occurs on Kean Boulevard (formerly Rogers Street) properties; settlement is anticipated in the near future with US West. Other property owners are obtaining their own appraisals, or in negotiation. WSDOT is hesitant to allow the City to use the berm area for a detention basin. Design is proceeding with the assumption that we will not obtain the use of the area, but will provide for future connection to a detention pond at this site. CALLOW CSO, PRIORITIES THREE AND FIVE Montgomery/Watson Engineering was selected as the consultant to submit a proposal for this work. The consultant submitted a first draft proposal. That draft has been reviewed by City staff and discussed with the consultant. The consultant is preparing a second draft proposal for further consideration. Staff anticipates an agreement being presented to the City Council for this work within the next month. BURWELL HILL CLIMB · This work has been sent to the Street Department for construction. Construction is anticipated to be completed in September 1999. 1999 CURB CUT PROGRAM · City crews are constructing curb cuts in the vicinity of Olympic College/Bremerton High School. 1999 TRAFFIC CALMING PROGRAM · Lyle Avenue has been pre-leveled in preparation for overlaying and installation of speed humps. 99278 Jeff Shea, Senior Engineer August 1999 Page #1 ENGINEERING DIVISION UTILITY PROJECT UPDATE AUGUST 1999 MISCELLANEOUS WATER PROJECTS · Final comments are being incorporated into the plans and specifications for the Quarry Avenue Pump Station. Design of upgrades to Pump Station CW-2 is complete, and will advertise the week of August BOth, with the bid opening scheduled for September 15th. Design of sanitary and storm sewers on Snyder Avenue and Ohio Street are nearly complete, with the bid opening scheduled for September 22nd. CSO REDUCTION PLAN UPDATE The proposed scope of work and budget has been received from the consultant for this project, and is currently being reviewed by staff. Submittal of the project for Council approval is anticipated in the coming weeks. City forces have completed smoke testing of sewers in East Bremerton, and will complete dye testing of East Bremerton in the coming weeks. This information will be used by the Consultant to identify required capital improvements in the basins. MULTIBASIN CSO PROJECT We were recently notified that a project titled "Multibasin CSO Reduction Project" has been recommended by the Public Works Board for funding from the 2000 Public Works Trust Fund Construction Loan program. Legislative approval of the loan is schedule for May of 2000.
