summarized that in 2002, the City of Bremerton sold .18-acres of park land to Bremerton
Chrysler for $51,000. The sale settled an encroachment issue by this business. Because the
property was given to the City for park purposes, it was required that the City replace it with
more park land. Two pieces of property were identified south of Kitsap Lake Park; a 10-acre
parcel owned by John Branin and J.L. Heagy and a .87-acre parcel owned by Terry Ryon. Both
properties were appraised by A.C.E PS, Inc. and were found to have significant wet-lands.

replacement for. 18-acres lost by encroachment.

SUBJECT: Administrative Services and Finance O~ganization
DATE: July 8, 2003
Issue: At the beginning of FY 2002, the core positions of Director of Administrative Services/City Clerk,
City Treasurer and Asst. City Treasurer existed within the Department of Administrative Services. This
personnel structure was subsequently changed to the corresponding positions of Director of Finance (City
Treasurer duties integrated into this position), Asst. City Treasurer, and the later addition of a temporary
Accountant. The resulting impact to our department has been: 1) the current Administrative Services
Director/City Clerk is no longer working for Administrative Services and Finance but is being funded out of
the Administrative Services budget; 2) the Finance Department's "temporary" accountant position goes away
in less than two months leaving the department without critically-needed accounting support; 3) the Assistant
City Treasurer and other staff are assuming new and additional responsibilities due to these organizational
disruptions; 4) the General Fund, which is already is poor financial health, is subsidizing project management
services for various capital projects; and 5) the current Director of Finance is supervising these departments/
divisions withotlt the propor job description and title. The Depashnents of Administrative Services and
Finance have functioned in a state of organizational dysfunction over the last several months resulting in the
need for immediate action for changes to the organization structure.
Propoaal: Combine the departments of Administrative Services, Finance and .... ato the new
Department of Administration and Finance, restructure job descriptions and salaries, and make budget
amendments to appropriately charge the proper funds to where the services are performed. This new
department would be comprised of the divisions of Finance, ~' ~ . City Clerk, BKAT and
Information Technology.
Job D~criptlons: There are five positions within this organizational structure that need changes to their
respective job descriptions (see attached) and salary ranges:
· Create new position of Interim Director of Capital Projects (position expires on December 31, 2003)
- set salary band at the same level as the former Admin. Services Director position (pay band 19)
· Director of Finance (change to Director of Administration and Finance and delete the position of
Admin. Services Director/City Clerk) - maintain duties of City Treasurer under this position and
increase salary bund by one level (pay band 20)
· Deputy City Clerk (change to City Clerk) - no change to salary band (band level 12)
· Former City Treasurer (change to Finance Officer) - the accounting duties of the City Treasurer
position should be shifted to the Finance Officer; decrease salary band by two levels (pay band 16)
· Civil Service Officer/HR Specialist (change to Civil Service Officer/HR Assistant) - decrease salary
band by three levels (pay band 8)
Financial Impact/Benefit: This reorganization and funding proposal would result in two favorable
financial impacts. First, if project and financial management services are permitted to be charged to the
respective capital project funds, there would be a positive f'mancial impact of approximately $103,000 to the
General Fund. Second, the proposed salary range changes would provide an annual salary savings to the
General Fund of an additional $10,560. The new position of Interim Director of Capital Projects salary and
benefits should be charged to those capital projects that this position provides project administration services
to (e.g., Public Safety projects, Govemmem Center). The estimated distribution of cost is as follows: Public
Safety Fund - $74,750 (65%); Govt. Center Fund - $28,750 (25%); and General Fund - $11,500 (10%).
Please note that no Fire and Police staff planning or project support services are proposed to be charged to
these capital project funds, only project management services provided either by an architect/consultant
and/or the Interim Director of Capital Projects.
The restructuring of the Departments of Finance and Administrative Services will result in a logical and
practical integration and alliance of programs under one central administrative structure with focus on
providing the following benefits:
1) Enhanced financial, administrative, human resources, communications and process
management.
2) Improved accounting/10udgeting within the capital project funds and accountability of service
costs rendered to those capital project funds.
3) Enhanced efficiencies within the departments and improved financial consultation, coordination
and policy guidance to the Mayor and City Council.
4) Improved coordination of payroll and benefits administration, labor negotiations, and personnel
policies and procedures development.
