4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
This ordinance would make it mandatory for all citizens operating bicycles in
public areas within the City to wear bicycle helmets. The intent of the
ordinance is to make the public aware of the need to wear helmets when riding
and is not aimed at enforcement as much as it is education. The "Safe on
Wheels" committee brought this issue to the attention of the Bremerton Police
and Fire departments. After being involved in several meetings it became
clear to the Police Department that this was an ordinance that was of great
value to public welfare and safety and that the Department wanted to see it
enacted. This ordinance comes before the City Council now.
8. RECOMMENDATION:
I move to approve on first reading an ordinance establishing bicycle
helmet regulations and creating a new chapter 10.14 of Bremerton Municipal
Code.
I move to pass on second reading Ordinance # establishing bicycle
helmet regulations and creating a new Chapter 10.14 of Bremerton Municipal
Code.
