After discussing his interests and experiences, it was recommended that Shaun A. Moshay be appointed to fill the position of Youth Representative on this committee. There were no comments from the public. #0545 M/S/C/U (Arends/Rollman) Move to confirm the appointment of Shaun A. Moshay on the Public Access Citizens Advisory Committee. 10B - COOPERATIVE PURCHASING AGREEMENT FOR POLICE RECORDS MANAGEMENT SYSTEM (#AB01-262): Tim Sholtis, of the Bremerton Police Department, stated that with this agreement, the City of Bremerton would join three cities and Kitsap County in a common police records management system. The City has exceeded capacity of the current system. The buy-in costs will be based on the number of seats purchased therefore the acquisition and implementation costs will be less than if negotiated separately. The City will be sharing in a larger and more meaningful database countywide. Hardware and software maintenance, and administration costs will be shared proportionately by the agencies participating. This item was pad of the computer acquisitions approved by City Council on June 27, 2001. There were no comments from the public. #0610 M/S/C/U (Rollman/McConnell) Move to approve contract with Kitsap County for Police Records Management System, and authorize the Mayor to execute the same. 10C - PROFESSIONAL SERVICES AGREEMENT WITH ED FAULK, GREENS SUPERINTENDENT AT GOLD MOUNTAIN GOLF COMPLEX (#AB01-263): Jim Spencer, Parks & Recreation Director, emphasized that Ed Faulk has been Greens Superintendent at the Gold Mountain Golf Complex since October 1, 1996. During this time the course conditions have been so TAPE #1805 City Council Reg. Mtg. Minutes November 14, 2001 Page 3 of 5 exceptional that the course has attracted national attention for its playability. Mr. Faulk brings over 24 years of greens experience to this position, including 13 years as the Assistant Superintendent in addition to his over 5 years as the Greens Superintendent. The compensation level is consistent with the averages for similar positions in the western region of the United States. There were no comments from the public. Mr, McConnell expressed comments in support of the increase in compensation. Mr. Younger pointed out that the compensation may seem high, but that it was for "contract services", not simply the salary for a City employee. Mr. Spencer clarified that Mr. Faulk runs the golf course, and is responsible for overseeing the maintenance, while Mr. Scott Alexander runs the professional side of the business. He further clarified that the funds come from the Enterprise Fund. #0825 M/S/C/U (McConnell/Arends) Move to approve the attached Professional Services Agreement for Mr. Ed Faulk. 10D - ISSUANCE OF HOME FUND LOAN TO LOW INCOME HOUSING INSTITUTE (#AB01-236): Mayor Horton summarized that as a member of the HOME consortium, the City of Bremerton receives an annual allocation of HOME funds form the Department of Housing and Urban Development (HUD) to expand the supply of safe, sanitary and affordable housing for Iow income persons. The Low Income Housing Institute (LIHI) is requesting a deferred loan of $592,850 in HOME funds to purchase the property at 704 Chester Avenue to develop as affordable family housing and $33,000 to make immediate repairs after acquisition. LIHI will subsequently pursue a financing plan to obtain over $5,800,000 to complete to complete a major renovation of the property to provide 57 units of affordable housing. The City Council approved a HOME grant to LIHI in January to determine the feasibility of purchasing the property. The feasibility study has been completed and two options: 1) rehabilitation of the existing structure as affordable housing, and 2) demolition and reconstruction of new units as senior housing, were considered. The option with demolition has a funding gap of approximately $1,300,000 that makes it infeasible. Affordable safe family housing is needed in Bremerton. The City's HOME policy allows for projects that promote rehabilitation and renovation of existing buildings. LIHI has the demonstrated ability to develop the project. Staff recommends approval of these funds. Debbie Peavler-Stewart of the City's Economic Development Department was available to address questions on the HOME Program; and Don Riddell was available to answer specific questions about this project. Michael Car.oenter urged the Council to support this loan, while pointing out that this project would support people who must move during the West Park remodeling project. Mr. Rollman recalled the history of the building in question and stated that this shift in use will help the City move towards revitalization. Mr. Maupin agreed, and stated that after receiving information on the project, he was in favor of it. He further added that the project provides a transition from commercial to residential use in that area. Mr. Reed asked what effect this loan would have on the fund. Ms. Pearler-Stewart. responded that this project would take the remainder of the fund for the current year. Mr. Reed asked how LIHI would work with prospective tenants. Mr. Riddell stated that tenants would be informed if relocation were to become a reality. Mrs. Arends expressed concerns over child safety and parking availability with respect to use of land around the property. Mayor Horton answered that although there are no provisions addressing those issues, the current conditions are sub-standard, and the project is still needed. TAPE #1805 City Council Reg. Mtg. Minutes November 14, 2001 Page 4 of 5 Mr. Younger commended Mr. Riddell of LIHI for the non-profit group's efforts to involve tenants in property management and asked if that model would be implemented on this particular project. Mr. Riddell did not provide a commitment but indicated that there will be consideration placed on involving the tenants at a later time if appropriate. Mr. Olden asked why this building has not been considered for abatement. Mayor Horton stated that this building has undergone past inspections and the owner amended any infractions. She also emphasized that this building is structurally sound but requires a complete overhaul. Mr. Olsen asked what would happen if the project did not receive the loan. Mr. Riddell stated that there would be a delay in the project improvements and other sources would need to be found. Mr. McConnell asked when the relocation would occur. Mr. Riddell stated that that the improvements would be made in approximately 12 months, so relocation would begin at that time. Mr. Reed agreed with adding additional safety measures in the vicinity of the building like clearly marked crosswalks so children may play at a Warren Avenue Playfields and Kiwanis Fields, and suggested that Mrs. Arends work closely with the Engineering Department to provide for these changes. He further asked if the property would be tax exempt. Mr. Riddell answered that LIHI would be paying property taxes on that structure. Mr. Law emphasized that demolishing the property would cost more than making improvements, and highly recommended including in the plans for the building a tenant association to prevent deterioration that had once occurred. #2230 M/S/C/U (Younger/Reed) Move to allocate $625,850 from the HOME program to LIHI to acquire the property at 704 Chester Avenue, to make immediate repairs and to develop into safe affordable family housing. 1 lA - PUBLIC HEARING AND ORDINANCE NO. 4781 (SECOND READING) LEVYING PROPERTY TAXES FOR COLLECTION IN 2002 (#AB01-258): The first reading of this ordinance was heard on November 7, 2001. There were no comments from the public. Mr. Mau.oin asked if 1-747 were ruled unconstitutional, could the 1.89% rate be reinstated on second reading. Mr. Hanna responded that since the initiative has passed, the property tax should be decreased from 1.89% to 1%. He also pointed out that there is a deadline for submission of this ordinance, so additional readings of this ordinance would not be timely. Legal counsel would need to clarify whether or not this particular change is acceptable. Mr. Amann affirmed that a change might be made to the ordinance as long as the change remains in the scope of the original ordinance. #2385 M/S/F (Maupin/Arends) Move to pass Ordinance No. 4781 on second reading, levying property taxes for collection in 2002 amended to change the 1% in Sections 1 and 2 to 1.89%. Voted in favor of the Motion: Maupin Voted opposed to the Motion: Reed, Olsen, McConnell, Rollman, Younger, Arends, and Law Motion Failed: 1-Yes; 7-No #2510 M/S/C/U (Reed/Olsen) Move to approve Ordinance No. 4781 on second reading, levying property taxes for collection in 2002. Minutes November 14, 2001 Page 5 of 5 111B - PUBLIC HEARING AND ORDINANCE (FIRST READING) REDUCING THE TAX ON GARBAGE COLLECTION (#AB01-264): Kathleen McCluskey, City Clerk, pointed out that the City has annually reduced the tax on garbage collection by 1% for the past several years. The change reflects a reduction from 13% to 11%, or a 2% decrease in the tax. There were no comments from the public. #2640 M/S/C/U (Arends/Olsen) Move to approve ordinance on first reading, reducing the tax on garbage collection to 11%.
