In addition, to enhance the department's efficient operation, changes to three other staff positions are proposed. The current staffing level is also insufficient to meet current statutory requirements for Growth Management and current planning administration consistent with legal requirements. The reclassifications of one support position and one professional position are necessary to improve department operations within current budget parameters. Without these changes, response to public records requests, land use and zoning information, and other daily interactions with the public will continue to suffer. 6. We had repeatedly requested that the Cit3.~' Attomey intervene with the Planning Com~nission, the CiB~ Council, and CommuniD' Development to recti~,~ perceived problems and deviations l?om Land Use Statutes. This resulted in the CiB~ Attorney devoting a disproportionate amount of her time, outside of her designated responsibilities to the Cits..', to correcting the identified Land Use oversights. It is now time to move on. It is now time to provide the new Director of CommuniB: Development with the funding to allow him to select qualified staff. This is an investment in the future of Bremerton, and a chance to change the image of the ci~, to one of a stable and predictable municipalib'. A strong Community Development organization will also reduce the City's exposure to liabilily and encourage businesses m~d people to relocate in our ci~.
