INTRODUCTION Quality control reviews are necessary and essential at the milestones indicated. These reviews provide a mechanism to demonstrate and verify that services and work meet the predetermined established standards and requirements. The following table is a summary of document expectations at project submittal milestones of 30%, 60% and 90%. The table is intended to be a guide and it is understood that each project may have requirements that result in variations fi:om the requirements shown. Specifically the project size, location, permitting requirements and complexity may result in variations of the format indicated. Additionally, the Washington State Department of Ecology has established general recommendations for plans and specifications in Chapter Gl-4 of the "Criteria for Sewage Works Design" (the Orange Book) and the Washington Administrative Code (WAC) has established requirements for plans and specifications in WAC 173-240-070. Both of these sources should be referenced during preparation and review. However, the information included on the attached table is typical of most projects and therefore can be used to establish project progress at the milestones indicated. The table indicates generally the level of completion required at each submittal milestone with the following designations: D - indicates the item is required in a draft form; E - indicates the item is to be essentially complete. These designations are general and a further description of the expected level of completion at each submittal milestone follows the table. At all levels of design, drawings must be prepared in accordance to the City's standards for drafting (e.g. software version, layering, title block, etc. The Project Manager should provide the Consultant with the latest drafting standards at the beginning of the project. Also include an evaluation of safety considerations for equipment access, facility access and egress, and daily maintenance considerations. · Final Geotechnical Interpretive Report (Gl:R) and Geotechnical Data Report (GDR) incorporating all information obtained to date. · Draft Geotechnicat Baseline Report (GBR) for projects where this is deemed necessary. · Memorandum summarizing recommended contractor and subcontractor qualifications to be used for the bid evaluation. · Completed safety checklist provided by City. · Memorandum summarizing impacts of the Project on existing systems and probable impacts to the existing system operation and maintenance requirements. · Memorandum evaluating Contract Time. 6. 100 PERCENT LEVEL OF DESIGN The 100% submittal should include changes agreed upon by the reviewer and the person preparing the documents from the 90% submittal. This submittal should reflect coordination between all design disciplines and corrections to this submittal will be done by addenda. Items to be generally expected at this level include: · Final Drawings and Specifications · Final Gl:R, GDR, and GBR (where required). · Final equipment list. · Final Basis of Design Report. REVIEW CONSIDERATIONS A brief description of special review considerations related to the design submittal disciplines is presented below. City of Bremerton 9 CSO Program Engineering Design Services GENERAL DRAWINGS The items listed under this category are typical for most projects. Exceptions might be the Key Map and the Design Data and Criteria. The Key Map may be required for large or complex drawing sets to assist the user in navigating through the set. The Design Data and Criteria is required if the submittal is to be reviewed by Ecology. For some projects it may be possible to combine a number of the items listed onto common drawing sheets to reduce the number of drawings submitted. However specific attention should be directed to the requirements of permitting and regulatory agencies when reviewing these drawings. These agencies have sometimes established strict criteria for drawing format and content that must be complied with to obtain approval. CIVIL/SITEWORK DRAWINGS It may be possible to combine information onto common drawings and reduce the number of drawings submitted. This is again dependent on the complexity of the project and permit requirements. City of Brernerton 10 CSO Program Engineering Design Services AGENDA BILL BREMERTON CITY COUNCIL 1. As you are aware, I regularly ask the council to participate in employment interviews of key City employees. Also, the entire council has the oppommity to interview an applicant prior to confirmation. There is no need for a law mandating that process. Further, the inclusion of language regarding" .... an individual retained by the city to provide substantial economic development services" and confirmation of" ..... provisional appointments not meeting minimum requirements" is outside of the scope of the legislative body. The current ordinance limits provisional appointments to 120 days. Council concurrence is required after that time. Equal Opporlunily Employcr . AGENDA BILL BREMERTON CITY COUNCIL 1.
