In response, a draft program has been prepared through a Planning Commission subcommittee, and then approved by the full Commission at their November 26, 2001 meeting. Following Council suggestions for improvements and public input at the a public heanng (January 16, 2002), staff recommends adopting the program by motion at the regularly scheduled January 23, 2002 Council meeting. The proposed Public Participation Program provides the framework for public input on the review, amendment, and ultimate update of the city's Comprehensive Plan. The program will specifically guide the 2002 Comprehensive Plan update process. The program is also desi~maed to ultimately replace the existing Comprehensive Plan's "Citizen Involvement Program," providing updated public involvement procedures for future amendment and updates to the Comprehensive Plan. WAC 365-195-600 CITY OF BREMERTON DEPARTMENT OF COMMUNITY DEVELOPMENT STAFF REPORT PUBLIC PARTICIPATION PROGRAM for Comprehensive Plan Update Process (P&BD File #: PL01-0051) Applicant: City of Bremerton, Department of Community Development 286 4~h Street Bremerton, WA 98337 Description: The Public Participation Program provides the framework for public input on the review, amendment, and ultimate update of the city's Comprehensive Plan. This program has been designed and recommended through the Planning Commission to specifically guide the 2002 Comprehensive Plan Update process. Proposal: Staff proposes to bring the program before Council twice, through two public readings, allowing for public input before approval, in a manner similar to an official Comprehensive Plan item (considered once a year, by ordinance.) Following Council's consideration of public participation techniques and any further public comment, the Planning Commission and staff recommend approval of this program by Council motion. BACKGROUND Public participation is an essential part of the City of Bremerton's planning process, a necessity by both state law and by the practicality, of a meaningful and legitimate Comprehensive Plan. In designing this public participation program, the City of Bremerton attempts to employ a methodological, strategic approach to involve the broadest cross-section of the community. The program was designed through the a subcommittee of the Planmng Commission, coordinated through city staff, and discussed through an advertised public meetings. The program outlines three distinct stages tbr public input: Visioning, Drafiqng, and Adopting. Each phase is designed to allow for meaningful and timely public input, focusing participation along the way, from a broad city- wide discussion into the drathng and adoption of more specific plan amendments. Participation xvill vary from visioning workshops, proposal drafting in open-membership comnuttees, and formal commentary on an official record before the Planning Commission and City Council. The program also builds upon the ex/sting Comprehensive Plan geographic umts (East. West. Central Bremerton) which will allow for incorporation of neighborhood-level issues, further encouraging early and continuous citizen participation. Detailed strategies are described in the program to guarantee sigmficant public outreach and accountability, of the process. To demonstrate, the program has a provision that planmng staff develop a 1 l"x14" bulletm-like flyer to be posted at strategic locations and at all schools throughout the city. Like the public pamphlet, the bulletin will consistently commumcate the update process while also highlighting current announcements through changing flyers posted to it. One such announcement called out in the program is tbr the instructions tbr the public to review and comment on draft materials, including the locations and dates tbr reviewing the materials, such as the city's web site and the public libraries. 3_ The use of diverse media outlets and outreach campaigns is also a response to the varying state mandates that have been applied in recent years, outdating the existing Citizen Involvement Program in Comprehensive Plan. The Growth Management Act now requires that the City establish and disseminate procedures providing for early and continuous public participation in the development and amendment of comprehensive land use plans and development regulations. The requirements identified below, addressed in the program, are found in various sections of the law (RCW 36.70A.020 (11), 36.70A.035, 36.70A. 130(2)(a), 36.70A. 140, and RCW 36.70B): 1. Early and continuous participation 2. Communication and information program 3. Public meetings with adequate notice 4. Provisions for open discussion 5. Opportunity for written comments 6. Consideration and "fair response" to public comments 7. Broad dissemination of proposals and alternatives In conclusion, the program has been designed to ensure the most effective public participation feasible and to comply with all planning mandates. It is also designed to ultimately replace the existing Comprehensive Plan's "Citizen Involvement Program," providing updated public involvement procedures tbr future amendment and updates to the Comprehensive Plan. During the 2002 update process, this program will be proposed as an Appendix for an updated Comprehensive Plan. RECOMMENDATION Staff recommends consideration of the program in general and then in the practical context of 2002 Update process. A tentative draft schedule for the 2002 update process has been prepared and can be made available for your use. Following public input through a public hearing and a follow-up public meeting, staff joins the unanimous Planning Comm/ssion recommendation for City Council endorsement of the program by motion. SUGGESTED MOTION (at a second Council meeting on the issue) A motion adopting the program and instructing staff ro proceed in the 2002 Comprehensive Plan update process in the manner prescribed for public involvement. 2 MEMORANDUM C~T¥ OF BREMER TON PLA NN[NG COM~F[£SS£ON TO: MAYOR AND COUNCIL FROM: ANDY KOSUSKO, PLANNING COlViMISSION CHAIR SUBJE CT: PUBLIC PARTICIPATION PROGRAM DATE: 11/26/01 CC: CHRIS HUGO, DIRE CTOR, DCD On behalf of the Planning Commission, I am pleased to forward to you the Public Participation Program for the city's comprehensive plan update process. Preparing to embark on the 2002 Plan Update process, the program will ensure that city meet state mandates and ensure effective citizen participation. Commissioners helped draft the program and, as a commission, formally approved it by unanimous vote at the Planning Commission meeting on November 26, 2001. It formalizes a framework for public input on the review, amendment, and ultimate update of the city's Comprehensive Plan, a big challenge for the year ahead and beyond. The Planning Commission recognizes this program as a critical component of the comprehensive planning process and recommends your approval of the item by motion, following an initial public hearing on the item. It will be more formally considered in the proposed 2002 Comprehensive Plan update, as a replacement to the "Citizen Involvement Program" found in the existing Comprehensive Plan. Bremerton Comprehensive Planning PUBLIC PARTICIPATION PROGRAM 1. PURPOSE AND MISSION: Public participation is an essential part of the City of Bremerton's planning process. This public participation program provides the framework for public input on the review, amendment, and ultimate update of the city's comprehensive plan. In designing this public participation program, the City of Bremerton attempts to involve the broadest cross-section of the community, particularly encouraging both groups and individuals not previously involved in planning. Early, continuous, effective public participation will result in a comprehensive plan that assures the community's desired future, while meeting the mandates of the Washington State's Growth Management Act. 2. REQUIREMENTS OF THE ACT The Growth Management Act requires that the City of Bremerton establish procedures providing for early and continuous public participation in the development and amendment of comprehensive land use plans and development regulations. The procedures described below for the City of Bremerton Update Process will achieve the following: 1. Early and continuous participation From the onset of the process, including the creation of the participation program, the Planning Commission and city staff will ensure expansive and effective public involvement by using methods that include surveys, information bulletins, and distribution lists for all interested parties to receive regular notices, meeting advertisements, and updates. The public will be well advised of the opportunities for involvement and particularly encouraged to participate in the drafting and review of the proposed updates to the Comprehensive Plan. 2. Communication and information programs City staffwill use all available means to encourage participation at all levels, through outreach and educational efforts, including television appearances, presence at public events, and an interactive website. A bulletin-type publication will be posted, and updated regularly, at various locations throughout the City. This bulletin is designed to describe the Comprehensive Plan and the update process, outline opportunities for public involvement, and provide contact information, including the web site, email, and facsimile address for public inquiry and comment. Detailed information and progress reports will be available for local organizations and media outlets, such as local newsletters, news articles, and radio announcements. 3. Public meetings with adequate notice All public meetings concerning the Comprehensive Plan will be advertised throughout the community. Formal public notices will be posted and published in consistent locations including the Planning and Building Permit Office, Bremerton School District office, "The Sun" (local daily newspaper) and "The Patriot" (local weekly newspaper). Interested parties will be further notified through a notice distribution list, providing process updates and meeting details. 4. Provisions for open discussion Open discussion will result from a fair and open process, with various opportunities for public input. Public workshops will be advertised and made accessible to the broadest audience possible, building on established venues whenever possible. Discussion will be ensured and encouraged by designated time for facilitated discussion, public hearings prior to adoption of amendments, and well-noticed public comment periods. 5. Opportunity for written comments Written comments will be accepted and encouraged at all venues and in various forms, including email messages and facsimiles. Notice of public comments periods will encourage written comments and provide contact information, especially on draft comprehensive plan updates. Comments should be addressed to the City ofBremerton Plannint~ Commission at: (Mail Address) Department of Community Development, 286 4t Street, Bremerton, Washington 98337; (Fax) (360) 478-5278; or (E-mail Address) compplan~ci.bremerton.wa.us Planning staff will provide public comment cards at Commission meetings and at strategic locations throughout the city. The comments cards will be regularly collected but also designed for easy postcard mailing. Written comments will be presented to the Planning Commission during official public meetings. 6. Consideration and "fair response" to public comments All comments on draft proposals and alternatives will be accepted and brought to the attention of the Planning Commission for their consideration. Written comments will also be kept on file for public review. City Planning Staff will acknowledge the receipt of written comments by sending a letter with notification of opportunities for further involvement. 7. Broad dissemination of proposals and alternatives Draft proposals and alternatives will be broadly disseminated throughout the community. A bulletin-type publication, posted at various locations to provide general information about the process, will direct the public to the city-wide locations for reviewing the draft materials. Locations for the review of draft proposals and alternatives include: 1. Planning and Building Permit Office. 286 4th Street, Central Bremerton 2. Downtown Library, 612 5th Street, Central Bremerton 3. Bremerton Area Chamber of Commerce, 301 Pacific, Central Bremerton 4. Central Kitsap Regional Library. 1301 Sylvan Way, East Bremerton 5. Sheridan Community Center, 680 Lebo Blvd., East Bremerton 6. Olympic College Library, 1600 Chester Avenue, West Bremerton 7. School District Office, 134 Marion Avenue, West Bremerton 3. PROGRAM POLICIES AND PROCEDURES: Throughout the Comprehensive Plan update process, the City of Bremerton will maximize citizen involvement opportunities and maintain compliance with policies outlined in the existing "Citizen Involvement Program," Element D of the Comprehensive Plan (1995). However, this participation program specifically details the comprehensive update process, striving for city-wide participation as opposed to the previous annual comprehensive amendment process which tends to focus on isolated issues or properties. Efforts will continue to make the process open and accessible to all concerned parties and to make related materials and presentations easily understood by the citizens of Bremerton. STAGES of the COMPREHENSIVE UPDATE PROCESS: 1. Visioning Stage: Review of the Comprehensive Vision and Goals Public participation efforts begin with a visioning process in which the public is invited to participate to broadly define the desired community future. Workshops will be held throughout the city. Existing venues will be utilized as much as possible to build upon the established Comprehensive Plan geographic units: East, West, and Central Bremerton. Likewise, the existing Comprehensive Plan's vision, goals, policies, and implementation strategies are the starting point for the update. Within the discussion on the community's vision and implementation strategies, Kitsap County-wide planning policies and Washington State mandates will be raised for discussion. As the foundation for the update, the visioning results will be presented to both the Planning Commission and the City Council. 2. Drafting Stage: Update Drafted to Support Revised Goals and Visions 3 The Comprehensive Plan Update will ultimately be proposed to the City Council, recommended by the Planning Commission to be necessary to implement the community's vision. Public participation will be invited in the actual drafting of the update through open-membership, community-based committees that focus on subject areas, chaired by a planning commissioner with ex-officio representation from the City Council. Draft updates will then go through a formal comment review period which includes distribution throughout the community and to various interested parties and .jurisdictions. Finally, the Planning Commission and the City Council will co-host a public workshop on the draft update before staff finalizes the update for formal public heatings. 3. Adopting Stage: Proposed Updates for a Comprehensive Revision The Comprehensive Plan Update will be conducted through public, noticed hearings at which community members and interested parties will be encouraged to participate. Public Hearings will be held at both the Planning Commission and City Council levels, complete with notices and written comment periods. At hearings, all persons desiring to speak should be allowed to do so, consistent with time constraints. ROLES in the COMPREHENSWE UPDATE PROCESS: As outlined above, the Planning Commission chairs the update process for the Comprehensive Plan. Following the City Council's final adoption of comprehensive plan updates and supplemental development regulations, the Commission will monitor implementation and compliance. The Commission will hold public meetings to provide information on how implementation is progressing and to receive public input on changes that may be needed. When amendments are proposed for adoption, the same public hearing procedure should be followed as attended in the Update adoption process. Public participation and comprehensive planning are iterative and continuous. Planning staff will provide frequent progress repons on the update to the Planning Commission and the City Council, including verbal repons during regularly televised Council meetings. Committee work, each officially chaired by a Planning Commissioner, will be coordinated through staff, and presented as a whole to the public, the Planning Commission, and the City Council. Members of the Planning, Engineering, Parks and Recreation, Utilities, and other City Departments will provide technical assistance throughout the process, including requests for neighborhood meetings, sub-committee work, and other opportunities. The City will support and participate in public education/involvement offered by Puget Sound Regional Council, Kitsap County, Kitsap Regional Coordinating Council, surrounding jurisdictions, special districts, and other area organizations. Commissioner Kosusko introduced Adrianne Ralph to discuss the Public Participation Program of the Comprehensive Plan Update. Ms. Ralph explained that she was there to support the committee that we've been working with, Commissioner Dingfield and Commissioner Kennedy. Commissioner Dingfield stated that she and Commissioner Kennedy were designated as a subcommittee to review the Public Participation Program as a beginning of the Comprehensive Plan update that the City will be going through this next year. We held a series of meetings with two of the staff regarding and discussed what this program should look like. She explained that as the Hearing Examiner comes on board and the City changes its method of holding public hearings regarding building and planning issues - the Comprehensive Plan work that the Commission is going to be doing this next year will become the heart of all of our business now. All the government bodies in Kitsap County will be going through a Comprehensive Plan update. We are all scheduled to have the update done through the Commission and through the City Council by September 1, 2002. There was then a discussion of how to effectively reach the largest number of public and obtain the largest amount of public input to updating the Comprehensive Plan. Ms. Ralph introduced the two hand-outs: The Public Participation Program (purpose, mission, requirements of the act, etc.); and the Draft timeline. Commissioner Kennedy explained what the committee had done to define the different public forums. She explained that there will be different committees and that the city has been divided into different quadrants. The thinking is that people would be more likely to respond on things that are directly around where they live or work. We are trying to get the public to respond and buy-in on the Growth Management Act (GMA) and on how their neighborhoods and work environments are going to be affected. Commissioner Kosusko thanked the committee for taking the time to put the presentation and hand-outs together. He asked a question regarding plans to introduce the program using a direct mailing of a postcard such as the one used to introduce the Gateway Project. Commissioner Dingfield stated that this project (Public Participation) is going to eat up a lot of the Planning budget. Her feeling is that the staff time on this one will be enormous without adding direct mailing cost to it. She suggested instead, that we try to ensure that a newsletter go with utility bills, not a separate mailing. Ms. Ralph asked Mr. Hugo for his thoughts on the matter. Mr. Hugo's concern was that people would just pull it out of the envelope and throw it away. He thought that, yes - cost is an issue, however, it should be looked at by someone who does saturation mailings. Commissioner Dingfield stated that she does that for the School District and that it would be a mailing of about 24,000. There was then another short discussion about methods of dissemination of the information (cable, district and local meetings, library, public access TV, web-sites, etc.). Commissioner Kosusko asked Ms. Ralph about how she intended to deal with the public comment considering that the in the draft document it says, "The City Planning staff will acknowledge the receipt of written comments by sending a letter with notification .... "What if a thousand letters are received? What is going to happen? Ms. Ralph replied that we would be well prepared with some form letters that can be personalized. There was then a short discussion by the committee about how the public comments would be handled. There was then a short discussion about the task and a few minutes for the commission to review the documents. A motion was made by Commissioner Wood to approve the Public Participation Program The motion was seconded by Commissioner Dingfield. Called for a vote: Cockburn: yes; Dingfield: yes; Kennedy: yes, Wood: yes; and Kosusko: yes. The motion carried, the Public Participation Program was approved.
