A KIRO Team 7 Investigation exposes widespread abuse of a parking privilege designed to help the disabled. The state-issued parking placard is supposed to help the disabled get around easier. But our investigation uncovers some serious abuse going on. Motorists who have no business using these placards are using them to park for free, while the rest of us pay through the nose. Emerman: "Can we talk to you about your disabled placard?" She doesn't want to talk to us, and no wonder: the state says what she's doing is against the law. Emerman: "Are you the person that's disabled?" Driver: "No - my brother." Emerman: "That's interesting, because according to the state, it's issued to an 80-plus year old woman." Driver: "Oh, well, my mother-in law, too." Wrong! Disabled parking placards can be issued to one person only. But this was just one of the many violations we uncovered. We asked the Department of Licensing to check numbers on more than 30 disabled placards we spotted in cars that routinely park in a one square block area of downtown Seattle. Then we staked out some of those cars with our undercover camera. What we found was shocking. Take this white Jetta. The holder of the disabled placard inside is more than 75 years old. But the driver...
