CITY COUNCIL VIRTUAL MEETING MINUTES <br />Wednesday, October 21, 2020 <br />A virtual meeting of the City Council of the City of Bremerton was called to order Wednesday, October <br />21, 2020, at 5:30 PM with Council President Eric Younger presiding. Council Members present were <br />Mike Simpson, Michael Goodnow, Lori Wheat, Kevin Gorman, Leslie Daugs, and Pat Sullivan. Also <br />present were City Attorney Roger Lubovich; City Clerk Angela Hoover; Legislative Assistant Christine <br />Grenier; and Information Services Manager Dave Sorensen. <br />President Younger read a statement that per an amending proclamation issued by Governor Inslee <br />extending the "Stay Home — Stay Healthy" order, the City Council will conduct Council Meetings <br />virtually through November 9, 2020... <br />CONSENT AGENDA <br />2A — Claims & Check Register: Check Numbers 391122 through 391309, and EFT421776 <br />through EFT431841 in the amount of $1,830,360,36; Regular Payroll for pay period ending <br />October 15, 2020 in the amount of $907,527.74 <br />212 — Minutes of Meeting —October 7, 2020 <br />2C — Minutes of Study Session — October 14, 2020 <br />2D — Public Works Agreement with Holt Services, Inc. for Well 6R Rehabilitation <br />2E — Confirm Reappointment of Tim Baker to the Parks & Recreation Commission <br />2F — Amendment No. 1 to the Telecommunications Facilities Lease with American Tower Asset <br />Sub, LLC <br />2G — Professional Services Agreement with Kitsap Humane Society for Animal Control Services <br />2H — Contract with Apply -A -Line, LLC for 2020 Pavement Marking Project <br />2I Purchase of Light Fixtures from Graybar Services, Inc. for Downtown LED Lighting <br />Improvement <br />2J — Resolution No. 3331 acknowledging expiration of Rocky Point Water District Agreement; and <br />authorizing new water connections in Rocky Point <br />2K — Professional Services Agreement with the Law Offices of Foster Garvey for Legal Services <br />There were no questions or comments from the public... <br />5:35 M/S/C/U (Wheat/Daugs) Move to approve the CONSENT AGENDA as presented. <br />GENERAL BUSINESS -There were no General Business items... <br />PUBLIC HEARINGS <br />4A —PUBLIC HEARING FOR THE 2020 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE <br />GRANT (JAG): Captain Tom Wolfe summarized that the Bremerton Police Department is applying <br />for the local solicitation of the Edward Byrne Memorial Justice Assistance Grant (JAG). Since 20101 <br />funding has been used to help fund the salary for the position of the Community Resource <br />Specialist. The grant will allow the City to continue the Community Resource Unit and its crime <br />prevention function and programs. The grant is from the Department of Justice. No matching funds <br />are required of the City; and the total grant amount is $161568.001 <br />President Younger explained the purpose of this Public Hearing is to accept public comment... <br />With no questions or comments received, President Younger closed the hearing to the public; and <br />opened discussion for the Council... <br />
