CITY COUNCIL VIRTUAL MEETING MINUTES <br />Wednesday, October 7, 2020 <br />A virtual meeting of the City Council of the City of Bremerton was called to order Wednesday, October <br />7, 2020, at 5:30 PM with Council President Eric Younger presiding. Council Members present were <br />Mike Simpson, Michael Goodnow, Lori Wheat, Kevin Gorman, Leslie Daugs, and Pat Sullivan. Also <br />present were City Attorney Roger Lubovich; City Clerk Angela Hoover; Legislative Office Manager Lori <br />Smith; and Dave Sorensen, Information Services Manager. <br />President Younger read a statement that per an amending proclamation issued by Governor Inslee <br />extending the "Stay Home — Stay Healthy" order, the City Council will conduct Council Meetings <br />virtually through November 9, 2020... <br />CONSENT AGENDA <br />2A— Claims & Check Register: Check Numbers 390860 through 391121, and EFT421690 <br />through EFT421775 in the amount of $4,396,728.51; Regular Payroll for the pay period <br />ending September 15, 2020 in the amount of $907,709.14; Regular Payroll for pay period <br />ending September 30, 2020 in the amount of $890,660,35 and Retiree Payroll for the pay <br />period ending September 30, 2020 in the amount of $51,853.18 <br />213 — Minutes of Meeting — September 16, 2020 <br />2C — Minutes of Study Session — September 23, 2020 <br />2D — Resolution No. 3330 to adopt the revision to the Kitsap County Mitigation Multi -Hazard Plan <br />2E — Ordinance No. 5400 to dedicate a portion of Bremerton Municipal Court Land for Public <br />Rights -of -Way as part of the 6th Street Preservation Phase 11 Project <br />21F— Water Utility Retail Service Area Agreement between the City of Bremerton and the City of <br />Port Orchard <br />2G — Professional Services Agreement with Parametrix, Inc. for Construction Engineering Services <br />for the Kitsap Lake Park Renovation Project; and related Budget Adjustment <br />There were no questions or comments from the public... <br />5:33 M/S/C/U (Sullivan/Daugs) Move to approve the CONSENT AGENDA as presented. <br />PUBLIC HEARINGS <br />AREA PLAN AND REPEALING BREMERTON MUNICIPAL CODE CHAPTER 20.92 TO <br />ACTIVATE THE DEVELOPMENT REGULATIONS WITHIN THE SUBAREA PLAN: Planning <br />Manager Allison Satter provided a Power Point presentation to explain that the action before the <br />Council is to conduct a public hearing and consider amendments to the Bremerton Municipal Code <br />and Comprehensive Plan to incorporate the Eastside Village Sub Area Plan (formerly called the <br />Eastside Employment Center). With the hospital leaving, the purpose of the Subarea Plan is to <br />develop a future vision for the area by establishing a development plan for the project area and <br />create regulations to guide development, consistent with the Bremerton Comprehensive Plan. <br />The City desires to ensure that the Center remains an economically vital center with both jobs and <br />housing. With this goal, the City commissioned the preparation of a subarea plan for this area. The <br />plan builds on past planning efforts and economic and market analysis to describe a vision, land use <br />and design, and action strategies for the Center. This Center's Subarea Plan is a comprehensive 20- <br />year plan that establishes the general patterns for future land use, transportation and other <br />infrastructure needs in the area. The purpose of this plan is to provide greater detail, guidance, and <br />predictability to future development within the Center. Upfront environmental review is part of the <br />
