DIGITAL RECORDING <br /> CITY COUNCIL VIRTUAL MEETING MINUTES <br /> Wednesday, April 15, 2020 <br /> A virtual meeting of the City Council of the City of Bremerton was called to order Wednesday, April <br /> 15, 2020, at 5:30 PM with Council President Eric Younger presiding. Council Members present <br /> were Mike Simpson, Michael Goodnow, Lori Wheat, Kevin Gorman, Leslie Daugs, and Pat <br /> Sullivan. Also present were City Attorney Roger Lubovich; City Clerk Angela Hoover; Legislative <br /> Office Manager Lori Smith; and Dave Sorensen, Information Services Manager. <br /> President Younger read a statement that per the proclamation issued by Governor Inslee on <br /> March 24, 2020 directing all residents to "Stay Home, Stay Healthy", the City Council will conduct <br /> the Council Meeting virtually, and thanked the public for their patience. President Younger also <br /> established that because only essential business was allowed, there would be no Mayor's Report, <br /> Public Recognition, or Council Reports... <br /> CONSENT AGENDA <br /> 2A— Claims & Check Register: Check Numbers 388710 through 389023 and Electronic Fund <br /> Transfers V21068 through V21117 in the grand total amount of$2,436,191.47; Regular <br /> Payroll for the pay period ending March 31, 2020 in the amount of$918,248.08; and <br /> Regular Payroll (Pay Outs and Supplemental Pay) for pay period ending March 31, 2020 in <br /> the amount of$5,127.19; and <br /> 2B— Minutes of Virtual Meeting —April 1, 2020 <br /> There were no questions or comments from the public... <br /> 05:33:00 M/S/C/U (Sullivan/Daugs) Move to approve the CONSENT AGENDA as presented. <br /> 3A— PUBLIC HEARING FOR ADOPTION OF THE CDBG AGENCY SERVICE AGREEMENT <br /> WITH THE BREMERTON HOUSING AUTHORITY FOR IMPLEMENTATION OF THE CARES <br /> ACT EMERGENCY RENTAL ASSISTANCE PROGRAM: Sarah Achaoui, CDBG Program <br /> Administrator explained that on March 27, 2020 President Trump signed the Coronavirus Aid, <br /> Relief, and Economic Security (CARES) Act into law. The City of Bremerton will receive $268,383 <br /> in Federal Stimulus funding and proposes using this funding for emergency rental assistance for <br /> households making between 30% and 80% AMI who have been adversely impacted by <br /> Coronavirus. Funds are anticipated to be received April 26. Once the Agency Service Agreement is <br /> approved, we can be prepared to assist households beginning May 1. Kurt Wiest, Executive <br /> Director of the Bremerton Housing Authority, thanked the City of Bremerton for reaching out to <br /> them to participate in facilitating the program, and remained available to answer questions. <br /> President Younger explained the purpose of this Public Hearing is to accept public comment... <br /> With no questions or comments received, President Younger closed the Public Hearing; and <br /> opened for discussion with the Council... <br /> 05:38:00 Motion was made by Daugs and seconded by Goodnow... Questions and comments <br /> were provided by Daugs, Goodnow, Simpson, Wheat, Gorman, and Younger; with responses <br /> provided by Ms. Achaoui, Mr. Wiest, and Mayor Wheeler... <br /> 05:56:00 M/S/C/U (Daugs/Goodnow) Move to amend the 2020 CDBG budget to accept$268,383 <br /> from the Federal Stimulus CARES Act, and budget for expenditures in the same amount in the <br /> CDBG program for Emergency Rental Assistance Program, and approve the Agency Service <br /> Agreement between the City and Bremerton Housing Authority for implementation of this program <br /> and authorize the Mayor to finalize and execute the agreement with substantially the same terms <br /> and conditions as presented. <br />
