DIGITAL RECORDING COUNCIL <br />CITY COUNCIL STUDY SESSION MINUTES 11l"7im <br />Wednesday, October 24, 2018 <br />A Study Session of the City Council of the City of Bremerton was called to order in the Council <br />Conference Room of the NOW DICKs GOVERNMENT CENTER, 345 6th Street, Bremerton, Washington, <br />Wednesday, October 24, 2018, at 5:00 PM, with Council President Eric Younger presiding. Council <br />Members present were Richard Huddy, Michael Goodnow, Tony Hillman, Kevin Gorman, Leslie Daugs, <br />and Pat Sullivan. Lori Smith, Legislative Office Manager, was present to provide staff support. <br />President Younger emphasized that the Study Session is open to the public, but there will be no <br />opportunities for input or participation; no action is anticipated except when deemed appropriate; and <br />the content of these items is subject to change. If approved by the Council, items will be placed on <br />the November 7, 2018 City Council Meeting Agenda. <br />A. LIMITED PRESENTATION PLANNED —The following items are budgeted items or subjects that <br />have been raised with the appropriate Council Committee Members: <br />1. Confirm Reappointment of Benjamin Burnette to the Parks & Recreation Commission <br />Consent Agenda <br />2. Update on Grant Applications with the State of Washington Department of Ecology for the <br />"Aquatic Weeds Management Fund" and "Freshwater Algae Program" for Kitsap Lake <br />Information Only <br />3. Salary Surveys and Recommendations for Parks Service Specialist, Street Service <br />Specialist; and Legal Technician; and related Budget Amendment Consent Agenda <br />4. CLARIFICATION OF SECTION 9.1 OF THE AGREEMENT WITH WASTE MANAGEMENT <br />OF WASHINGTON, INC. RELATING TO THE ADMINISTRATIVE FEE: City Engineer Tom <br />Knuckey explained that the Agreement with Waste Management passed by the City Council <br />on October 17, 2018 included the following language in Section 9.1: "The Administrative Fee <br />shall be used by the City for costs the City has identified from solid waste services, including <br />costs for contract administration, solid waste planning and management, and street <br />preservation and maintenance." This language was added to Section 9.1 in error, and staff <br />believe it should not be included in a 10 -year contract with a service provider since <br />expenditures from the General Fund are an internal policy matter. Currently and historically <br />the administrative fee is directed to the General Fund, and not associated with a specific <br />activity. Ordinance repealing Bremerton Municipal Code Chapter 11.12.085; and creating Chapter <br />11.10 relating to Complete Streets Program General Business <br />
