DIGITAL RECORDING <br />CITY COUNCIL MEETING MINUTES <br />Wednesday, October 3, 2018 <br />The weekly meeting of the City Council of the City of Bremerton was called to order Wednesday, <br />October 3, 2018, at 5:00 PM in Council Conference Room 603 of the NORM DICKS GOVERNMENT <br />CENTER, 345 6th Street, Bremerton, Washington, with Council President Eric Younger <br />presiding. Council Members present were Richard Huddy, Michael Goodnow, Tony Hillman, Kevin <br />Gorman, Leslie Daugs, and Pat Sullivan. Also present were City Attorney Roger Lubovich; City <br />Clerk Angela Woods; Legislative Office Manager Lori Smith; and Kevin Matthew, Information <br />Services Manager. <br />A COUNCIL BRIEFING was held to discuss General Council Business at 5:00 PM in the Council <br />Conference Room. At 5:30 PM the meeting moved to the Meeting Chambers. <br />The Pledge of Allegiance was led by Council Member Pat Sullivan followed by the invocation <br />provided by Pastor Eric Roberts of Discovery Fellowship. <br />POLICE PROMOTION Q SWEARING IN GEREI ON Postponed until October 17... <br />MAYOR'S REPORT— Mayor Wheeler... <br />• Brought forward Bremerton Housing Authority Executive Director Kurt Wiest to present <br />proposed measures for 2019 to address affordable housing needs in Bremerton; <br />• Reported on the Permits Approved by the Year and the increased Total Valuation; <br />• Shared progress being made through Proactive Code Enforcement Activity; <br />• Provided updates on the Kitsap Lake Park Development Site Plan and the Warren Avenue <br />Playfield Improvements; and <br />• Congratulated the efforts of Wastewater Manager Pat Coxon including several members of his <br />staff Rick Zimburean; Larry Willman; and Travis Olson for receiving "The Department of <br />Ecology Outstanding Wastewater Treatment Plant Award". <br />PUBLIC RECOGNITION <br />John Hanson President of the Bremerton Historic Ships Association provided an update on the <br />activities of the USS Turner Joy and the Historic Ships Association. <br />CONSENT AGENDA <br />6A — Claims & Check Register: Check Numbers 381061 through 381301 and EFT -V18964 <br />through EFT -V19010 in the amount of $2,083,929.16; Regular Payroll for the pay period <br />ending September 15, 2018 in the amount of $811,068.93; and Retiree Payroll for the pay <br />period ending September 30, 2018 in the amount of $52,177.38 <br />6B — Minutes of Meeting — September 19, 2018 <br />6C — Minutes of Study Session — September 26, 2018 <br />6D — Confirm Reappointment of Kyle Meagher to the BKAT Advisory Committee <br />6E — Confirm Reappointment of Bob Moore to the BKAT Advisory Committee <br />6F — Confirm Reappointment of Sheldon Parr to the BKAT Advisory Committee <br />6G — Sole Source Purchase of a Prebuilt Service/Water Truck for the Parks Department from <br />Cobalt Truck Equipment of Spokane, WA <br />6H — Interlocal Agreement with the City of Poulsbo for Cooperative Police Efforts in the Special <br />Operations Group <br />61— Acceptance of Assistance to Firefighters Grant from the Federal Emergency Management <br />Agency (FEMA) <br />
