Lori Smith, Legislative <br /> Assistant, was present to provide staff support. <br /> President Wheeler emphasized that the Study Session was open to the public but there would <br /> be no opportunities for input or participation; and announced that approved items by Council will <br /> be placed on the June 3, 2015 Council Meeting Agenda; or as indicated. <br /> A. Appointment of CDBG Administrator at Rate 5, Pay Band 12 of Management, <br /> Professional, Confidential & Fiduciary Salary Plan 2015 With Council Action <br /> Andrea Spencer, Director of Community Development, proposed to fill the soon to be <br /> vacant position of CDBG Administrator with Sarah Achaoui, a Bremerton resident who <br /> currently works as a Management Analyst for the US Department of Housing and Urban <br /> Development (HUD). Ms. Achaoui has familiarity with all HUD program requirements, <br /> rules and regulations. The Director has negotiated salary compensation with Ms. Achaoui <br /> and proposes making this appointment at Rate 5 of Pay Band 12. Pursuant to the <br /> appointment provisions coritained in BMC 2.50.032(a) this appointment above Rate 1 <br /> requires City Council approval. <br />
