DIGITAL RECORDING COUNCIL <br /> AROM <br /> CITY COUNCIL SPECIAL MEETING MINUTES <br /> Monday, June 16, 2014 <br /> JUL 2 2om <br /> A Special Meeting of the City Council of the City of Bremerton was called to order Monday, June <br /> 16, 2014, at 5:00 PM in Council Conference Room 603 of the NORM DICKs GOVERNMENT CENTER, <br /> 345 6 1 Street, Bremerton, Washington, with Council President Greg Wheeler presiding. Council <br /> Members present were Roy Runyon, Dino Davis, Jerry McDonald, Leslie Daugs, and Mike <br /> Sullivan. Council Member Eric Younger was absent. Also present were City Attorney Roger <br /> Lubovich; Deputy City Clerk (Legislative Assistant) Lori Smith; Council Assistant Christine Grenier; <br /> and Kevin Matthew, Information Services Manager. City Clerk Shannon Corin was absent. <br /> A COUNCIL BRIEFING was held to discuss General Council Business at 5:00 PM in the Council <br /> Conference Room. At 5:30 PM the meeting moved to the Meeting Chambers. <br /> The Pledge of Allegiance was led by Council Member Mike Sullivan followed by the invocation <br /> provided by Pastor Denis Huelle of Peace Lutheran Church. <br /> MAYOR'S REPORT <br /> President Wheeler read a proclamation on behalf of Mayor Lent, proclaiming the Week of June <br /> 23- 29, 2014 as "Amateur Radio Week ". <br /> BPD BRIEFING <br /> Police Chief Steve Strachan provided a monthly update on police operations and community <br /> outreach; emphasized that crime rates are decreasing month to month compared to last year; <br /> announced that the City's Public Safety and Parks Committee will be hosting a meeting on <br /> Thursday, June 26 from 4:00 to 6:00 PM in the Meeting Chambers to receive feedback on <br /> proposed taxi regulations; mentioned that there is a new reporting option available to residents on <br /> the City's website for non - emergency issues; and reported that mental health training will be <br /> available soon for law enforcement officers. <br /> Roy Runyon requested that the PSP `Committee's Special Meeting be taped for Council Members <br /> and members of the public who cannot attend. <br /> PUBLIC RECOGNITION <br /> Kristen Beifus Doris Zellers Aimee Oien and Stacy Opiopio provided comments and <br /> concerns about the status of contract negotiations with Harrison Hospital. President Wheeler and <br /> Roy Runyon acknowledged their concerns. <br /> Roosevelt Smith suggested moving art from the Norm Dicks Government Center to Pacific <br /> Avenue. Andrea Spencer clarified that that the art is owned by Kitsap County not Bremerton and <br /> agreed to provide further information. Mr. Smith also shared how Jim Orton from Public Works <br /> was responsive to his concerns about'the condition of the pavement in his neighborhood. <br /> CONSENT AGENDA <br /> 6A — Claims & Check Register: Check Numbers 358571 through 358680, and EFT -13899 <br /> through EFT -13923 in the amount of $2,375,401.16. <br /> 613— Minutes of Meeting — June 4, 2014 <br /> 6C — Minutes of Study Session — June 11, 2014 <br /> 6D— Confirm Appointment of Chasaba Constable to the Lodging Tax Advisory Committee <br /> 6E — Confirm Appointment of Bill Benson to the Public Services Committee of the CDBG /HOME <br /> Grant Recommendation Committee <br />
