Council Members present were Roy Runyon, Dino Davis, Jerry McDonald, Leslie <br /> Daugs, and Mike Sullivan. Council Member Eric Younger was absent. Christine Grenier, <br /> Council Assistant, was present to provide staff support. <br /> President Wheeler emphasized that the Study Session was open to the public but there would <br /> be no opportunities for input or participation; and announced that approved items by Council will <br /> be placed on the March 19, 2014 Council Meeting Agenda; or as indicated. <br /> A. NO PRESENTATION PLANNED — The following items are budgeted items or have been <br /> reviewed by the appropriate Council Committee... <br /> 1. Authorization for Investment Grade Audit, Phase II for efficiency improvements at the <br /> Wastewater Treatment Facility (Consent Agenda) <br /> 2. Interlocal Agreement with Kitsap County Public Utility District for Fiber Optic Installation <br /> (Consent Agenda) <br /> 3. Sub - concession and Future Assignment of the Olympic Soccer & Sports Center (OSSC) <br /> Concession Agreement to Keystone Financial Management, Inc. (2 Public Hearings) <br /> B. BRIEFINGS & FULL PRESENTATIONS <br /> 4. Proposed Public Hearing on an Ordinance to adopt the "2014 Parks, Recreation, and <br /> Open Space Plan" (Public Hearing) <br /> C. GENERAL COUNCIL BUSINESS <br /> o Public Works Committee Briefing (314114 Meeting) —Dino Davis, Chair <br /> o Public Safety and Parks Committee Briefing (3112114 Meeting) — Leslie Daugs, Chair <br /> o Other General Council Business was discussed. <br /> D. EXECUTIVE SESSION <br /> President Wheeler announced that the Council will be holding for 5- minute Executive Session <br /> to discuss "Potential Litigation" per RCW 42.30.110 (1)(i) and action is anticipated. The <br /> Executive Session was then extended for an additional 5- minutes. <br /> Assistant City Attorney Mark Koontz updated the Council on the status of a nuisance <br /> property and requested action from the Council to bring a lawsuit against the owner for an <br /> abatement and eviction order. <br /> 06:40:00 (Sullivan /Runyon) M /S /C /U Move to authorize the City Attorney to file a lawsuit related <br /> to the nuisance property at 233 Elm Street, Bremerton, Washington. <br /> With no further business, President Wheeler adjourned the Council Study Session at 6:43 PM. <br />
