�0UNGIL <br /> DIGITAL RECORDING PROVED <br /> CITY COUNCIL STUDY SESSION MINUTES FEB 0 5 6 14 <br /> Wednesday, January 22, 2014 <br /> A Study Session of the City Council of the City of Bremerton was called to order in the Council <br /> Conference Room of the NORM DICKS GOVERNMENT CENTER 345 6 Street, Bremerton, Washington, <br /> Wednesday, January 22, 2014, at 5 00 PM, with Council President Greg Wheeler presiding Council <br /> Members present were Eric Younger, Roy Runyon, Dino Davis, Jerry McDonald, Leslie Daugs, and Mike <br /> Sullivan Christine Grenier, Council Assistant, was present to provide staff support <br /> President Wheeler emphasized that the Study Session was open to the public but there would be no <br /> opportunities for input or participation except for the noted anticipated action item, and announced that <br /> approved items by Council will be placed on the February 5, 2014 Council Meeting Agenda, or as <br /> indicated <br /> A NO PRESENTATION PLANNED — The following items are budgeted items or have been reviewed <br /> by the appropriate Council Committee <br /> 1 Amendment No 5 to the Professional Services Agreement with Willis of Seattle, Inc for <br /> Insurance Broker Services Consent Agenda <br /> 2 2014 Excess Liability Insurance with Ironshore Specialty Insurance, Excess Workers' <br /> Compensation Insurance with Midwest Employers Casualty Company, and Crime Insurance with <br /> Great American Insurance Consent Agenda <br /> 3 Interlocal Cooperative Purchasing Agreement between the City of Bremerton and Snohomish <br /> Fire District No 1 for the purchase of one (1) ambulance from Braun NW Consent Agenda <br /> Consent Agenda <br /> 4 Interlocal Agreement between the City of Bremerton and Kitsap County for a Joint Land Use <br /> Study (JLUS) Consent Agenda <br /> 5 Resolution approving Phase 5 of the Bay Vista Final Plat General Business <br /> 6 Purchase of three Flygt Dry-Pit Submersible Pumps for Pump Station CW -2 Consent Agenda <br /> 7 Sole Source Purchase of two new Alfa Laval Spiral Heat Exchangers for the Westside <br /> Wastewater Treatment Plant Consent Agenda <br /> 8 Purchase and Replacement of existing Air Handling Unit from Holaday- Parks, Inc for Building <br /> 400 at the Westside Wastewater Treatment Plant Consent Agenda <br /> 9 Appointment of Jim McDonald to the Bremerton Housing Authority Board of Commissioners <br /> Consent Agenda <br /> B FULL PRESENTATIONS & BRIEFINGS <br /> President Wheeler announced that the following item required action and there would be an <br /> opportunity for public comment <br /> 10 Consent to Assignment of Parking Lease relating to SEEfilm Bremerton Cinema Action item <br /> Roger Lubovich City Attorney explained that the City owns the parking garage below the <br /> SEEFIIm Bremerton Cinema, and in 2011 entered into a Lease Agreement with the Cinema to <br /> lease parking spaces The Cinema is refinancing its loan with Kitsap Bank and the refinance <br /> includes an assignment of the lease from the Cinema to the Bank as security interest for the <br /> loan The City's Lease Agreement with the Cinema allows the Cinema to assign the lease, but <br /> requires written consent from the City therefore the administration seeks approval of the <br /> assignment from Council, and to permit the Mayor to sign the Consent to Assignment and any <br /> future assignment to lending institutions <br />
