DIGITAL RECORDING <br /> CITY COUNCIL SPECIAL MEETING & STUDY SESSION MINUTES <br /> Wednesday, July 10, 2019 <br /> A Special Meeting and Study Session of the City Council of the City of Bremerton was called to order <br /> in the Council Conference Room of the NORM DICKS GOVERNMENT CENTER, 345 6th Street, Bremerton, <br /> Washington, Wednesday, July 10, 2019, at 4:30 PM, with Council President Eric Younger presiding. <br /> Council Members present were Richard Huddy, Michael Goodnow, Lori Wheat, Kevin Gorman, Leslie <br /> Daugs, and Pat Sullivan. Christine Grenier, Legislative Assistant, was present to provide staff support. <br /> President Younger emphasized that the Special Meeting and Study Session were open to the <br /> public, but there would be no opportunities for input or participation; and announced that approved <br /> items by Council will be placed on the July 17, 2019 Council Meeting Agenda or as indicated. <br /> A. SPECIAL MEETING <br /> A presentation on AWC "Legislative Priorities & Process" was provided to the Council Members <br /> by Peter B. King, Chief Executive Officer; and Candice Bock, Director of Government Relations <br /> with the Association of Washington Cities (AWC). <br /> President Younger called a brief recess from 5:07 to 5:15 PM; and announced that following the <br /> recess, the Study Session would reconvene... <br /> B. BRIEFINGS ON AGENDA ITEMS <br /> 1. Confirm Appointment of Beverly Kincaid to the Civil Service Commission Consent Agenda <br /> 2. Purchase Agreement with Trebron Company, Inc. to Upgrade the SOPHOS Firewall and <br /> Renew the License Consent Agenda <br /> 3. Interlocal Agreement with Mason County and Port of Bremerton for Design Oversight of the <br /> Puget Sound Industrial Center— Bremerton to Belfair Sewer Connection Project Consent <br /> Agenda <br /> 4. Local Agency Professional Services Cost Plus Fixed Fee Consultant Agreement with <br /> SCJ Alliance, Inc. for Design of Kitsap Way (SR310) &Warren Avenue (SR303) Traffic <br /> Signal and Multimodal Safety Project Consent Agenda <br /> 5. Proposed Public Hearing and Resolution adopting the 2020-2025 Six-Year Transportation <br /> Improvement Plan Public Hearing <br /> 6. Resolution placing the Continuation of the Emergency Medical Care & Service Tax Levy for <br /> a Six (6) year period on the November 5, 2019 General Election Ballot Consent Agenda <br /> C.
