DIGITAL RECORDING <br /> CITY COUNCIL STUDY SESSION MINUTES <br /> Wednesday, May 22, 2019 <br /> A Study Session of the City Council of the City of Bremerton was called to order in the Council <br /> Conference Room of the NORM DICKS GOVERNMENT CENTER, 345 6th Street, Bremerton, Washington, <br /> Wednesday, May 22, 2019, at 5:00 PM, with Council President Eric Younger presiding. Council <br /> Members present were Richard Huddy, Michael Goodnow, Lori Wheat, Kevin Gorman, Leslie Daugs, <br /> and Pat Sullivan. Legislative Office Manager Lori Smith was present to provide staff support. <br /> President Younger emphasized that the Study Session was open to the public, and except for Item <br /> A3, there would be no opportunities for input or participation; and announced that approved items by <br /> Council will be placed on the June 5, 2019 Council Meeting Agenda or as indicated. <br /> A. BRIEFINGS ON AGENDA ITEMS <br /> 1. Ordinance No. 5367 amending Ordinance No. 5360 relating to the City of Bremerton Fiscal <br /> Year 2019 Budget Consent Agenda <br /> 2. Ordinance adding new Chapter 6.20 to the Bremerton Municipal Code regulating the <br /> Distribution of Single-Use Plastic and Biodegradable Carryout Bags General Business <br /> Available to aid in the discussion was Holly Chisa, Government Affairs Director for the NW <br /> Grocers Association, who also spoke on behalf of the Washington Food Industry Association <br /> and Zero Waste Washington... <br /> 3. Interlocal Agreement with Mason County for Road and Street Chip Seal Maintenance <br /> Services: Public Works Operations Manager Melinka Hawkins-Bates explained that the <br /> City's current Interlocal Agreement provides for Mason County to provide chip seal services. <br /> Mason County has given the City 4 days to do as much of this work as possible, showing the <br /> 2019 street segments on attached location maps. The 2019 estimate is for $205,000, and the <br /> work is tentatively planned for the week of June 17. <br /> There were no questions or comments from the public... <br /> 05:55:00 Motion was made by Goodnow and seconded by Daugs... Amendment No. 1 to Goods & Services Agreement with S. Varick Maintenance for Landscape <br /> Maintenance and Services Consent Agenda <br /> 5. Equipment Services Building Addition Project Agreement with DP Wain Construction Inc. <br /> Consent Agenda <br /> 6. Acceptance of the U.S. Surface Transportation Program (STP) Grant; and Approval of the <br /> Local Agency Agreement with WSDOT for the Washington Avenue & 11th Street Roundabout <br /> Project General Business <br /> 7.
