DIGITAL RECORDING f-)111%1 �� �i%;L <br />l�ui (l� , <br />CITY COUNCIL MEETING MINUTES <br />Wednesday, February 6, 2019 <br />The weekly meeting of the City Council of the City of Bremerton was called to order Wednesday, <br />February 6, 2019, at 5:00 PM in Council Conference Room 603 of the NORM DICKs GOVERNMENT <br />CENTER, 345 61h Street, Bremerton, Washington, with Council President Eric Younger <br />presiding. Council Members present were Richard Huddy, Lori Wheat, Kevin Gorman, Leslie Daugs, <br />and Pat Sullivan. Council Member Michael Goodnow was absent. Also present were City Attorney <br />Roger Lubovich; Acting City Clerk Lori Smith; and Kevin Matthew, Information Services Manager. <br />A COUNCIL BRIEFING was held to discuss General Council Business at 5:00 PM in the Council <br />Conference Room. At 5:30 PM the meeting moved to the Meeting Chambers. <br />The Pledge of Allegiance was led by Council Member Pat Sullivan followed by the invocation <br />provided by Pastor Kevin Clancey of the Firehouse Church, <br />MAYOR'S REPORT <br />• Discussed the 2019 Public Art Initiatives; <br />• Announced that the deadline for the 2019 Poet Laureate Program is March 10; <br />• Shared information on the Down Payment Homeowner Assistance Program; <br />• Provided an Update on the Kitsap Lake Aquatic Management Plan; <br />• Shared that Public Works staff is monitoring for possible ice and snow this weekend; <br />• Commended Bremerton Police Officer Chris Faidley and K-9 Unit Esco who recently <br />apprehended two suspects that were hiding at Lewis Funeral Chapel; <br />• Invited John Powers, KEDA Executive Director to provide a quarterly report; and <br />introduced Mark McCalman of Global Coatings, Inc. who provided testimony on how KEDA <br />has helped his business on Callow Avenue. <br />PUBLIC RECOGNITION —There were no public comments... <br />CONSENT AGENDA <br />5A — Claims &Check Register: Check Numbers 382834 through 383158, and EFT-V19394 <br />through EFT419459 in the amount of $3,278,436.03; Regular Payroll for the pay period <br />ending January 15, 2019 in the amount of $867,334.69; Regular Payroll for the pay period <br />ending January 31, 2019 in the amount of $884,337.11; and Retiree Payroll for the pay <br />period ending January 31, 2019 in the amount of $54,140.02 <br />5B — Minutes of Meeting — January 16, 2019 <br />5C — Minutes of Special Meeting & Study Session — January 23, 2019 <br />5D — Renewals for 2019 of Excess Liability Insurance with Allied World National Assurance <br />Company; Excess Workers' Compensation Insurance with Midwest Employers Casualty <br />Company; and Crime Insurance with Great American Insurance Group <br />5E — Enterprise Agreement with ESRI, Inc. for Small Municipality and County Government <br />5F — Budget Adjustment to Close Out Lebo Boulevard Construction Fund <br />5G — Amendment No. 2 of the Goods & Services Agreement for a 1-Year Extension and 1 % Rate <br />Increase with Merchant Patrol Security Services, Inc. <br />5H — Sole Source Purchase of Hardened Impellers &Volutes from Pump Tech, Inc. for two (2) <br />ABS Pumps at Pump Station CE-1 <br />5I — Clean Water State Revolving Fund Loan Agreement with the WA State Department of <br />Ecology for the Oyster Bay Beach Sewer Upgrades (013-2 to 013-1) Project <br />
