DIGITAL RECORDING <br />CITY COUNCIL MEETING MINUTES <br />Wednesday, November 1, 2017 <br />The weekly meeting of the City Council of the City of Bremerton was called to order Wednesday, <br />November 1, 2017, at 5:00 PM in Council. Conference Room 603 of the NORM DICKS GOVERNMENT <br />CENTER, 345 6th Street, Bremerton, Washington, with Council President Eric Younger <br />presiding. Council Members present were Richard Huddy, Dino Davis, Greg Wheeler, Jerry <br />McDonald, Leslie Daugs, and Pat Sullivan. Also present were City Attorney Roger Lubovich; City <br />Clerk Shannon Corin; Council Assistant Christine Grenier; and Kevin Matthew, Information Services <br />Manager. <br />A COUNCIL BRIEFING was held to discuss General Council Business at 5:00 PM in the Council <br />Conference Room. At 5:30 PM the meeting moved to the Meeting Chambers. <br />The Pledge of Allegiance was led by Council Member Pat Sullivan followed by the Invocation <br />provided by Chaplain Stan Plyler of the Fire Department. <br />FIRE DEPARTMENT PROMOTION CEREMONY <br />Fire Chief David Schmitt proudly announced the following promotions in the Fire Department: <br />Pat McGanney, Assistant Chief; John Payne, Training Battalion Chief; Dean Souza, Battalion <br />Chief; Dan Mustard, Captain; Brad Richard, Captain; and Craig Patti, Lieutenant. <br />MAYOR'S REPORT — Mayor Lent announced the following... <br />• Permit activity continues to grow; <br />• Neighborhood Clean -Up sponsored by the Salvation Army and Washington Youth Academy <br />will be held on Friday, November 10 beginning at 9:00 AM; <br />• The Week of November 11 to 19, 2017 was proclaimed as "National Hunger & <br />Homelessness Awareness Week"; with the proclamation being presented to Sarah Van <br />Cleve, Chair of Kitsap Continuum of Care Coalition; <br />• The Salvation Army Winter Shelter will be open from November 1 through March 1; <br />• The next Project Connect will be on Wednesday, January 24 from 10:00 AM to 2:00 PM at The <br />Salvation Army; and <br />• Brought forward Rana Tan of the Bremerton Community Theatre & Chorus who provided a <br />brief performance of "Peter and the Star Catcher", a musical play showing from now through <br />November 19 on Friday or Saturday at 8:00 PM or Sundays at 2:30 PNM. <br />President Younger added a special announcement to caution anyone planning to speak during <br />Public Recognition that during the election period, beginning now through the November General <br />Election, that they are prohibited from commenting on any candidate or ballot issues; and that <br />since a Public Hearing was advertised but not on the agenda, public comments regarding the <br />Multi -Family Tax Exemption will still be accepted... <br />PUBLIC RECOGNITION <br />Lennie Meder encouraged the Filipino community to learn about their rich cultural history, and to <br />remember and honor the Filipino -American pioneers in Kitsap County; and encouraged Filipino <br />organizations to collaborate for next October's events. <br />Kurt Wiest urged Council to continue their evaluation of affordable housing; and was not sure if <br />the multi -family tax exemption would meet the Council's goal of increasing affordable housing. <br />Tina Munger thanked Mayor Lent and Economic Development Manager Jack Edwards for their <br />help in relocating Abraham's House to keep services and resources available to the community. <br />
