DIGITAL RECORDING <br />CITY COUNCIL MEETING MINUTES <br />Wednesday, September 6, 2017 <br />The weekly meeting of the City Council of the City of Bremerton was called to order Wednesday, <br />September 6, 2017, at 5:00 PM in Council Conference Room 603 of the MORN DICKS GOVERNMENT <br />CENTER, 345 6th Street, Bremerton, Washington, with Council President Eric Younger <br />presiding. Council Members present were Richard Huddy, Dino Davis, Greg Wheeler, Jerry <br />McDonald, Leslie Daugs, and Pat Sullivan. Also present were City Attorney Roger Lubovich; City <br />Clerk Shannon Corin; Council Assistant Christine Grenier; and Kevin Matthew, Information Services <br />Manager. <br />A COUNCIL BRIEFING was held to discuss General Council Business at 5:00 PM in the Council <br />Conference Room. At 5:30 PM the meeting moved to the Meeting Chambers. <br />The Pledge of Allegiance was led by Council Member Pat Sullivan followed by the Invocation <br />provided by Reverend Marta Schellberg of Bremerton First Church of the Nazarene. <br />MAYOR'S REPORT — Mayor Lent announced the following... <br />• The 2016 Department of Ecology Outstanding Wastewater Treatment Plant Performance Award <br />was accepted by Pat Coxon, Wastewater Manager; Larry Willman, Operations Supervisor; <br />Robert Bermea, Interim Maintenance Supervisor; and Rick Zimburean, Interim Project Manager; <br />• Proclaimed the Month of September 2017 as "Recovery Month in Bremerton"; <br />• The 2nd Annual Street Fair & Car Show hosted by the Gavin Buchanan Foundation in support of <br />first responders and local K-9 programs would be held on Saturday, September 16 from 12:00 to <br />5:00 PM by the Horse & Cow Bar & Grill located on 4th Street, <br />• Proclaimed September 10, 2017 as "Sacrifice of Service for the Saving of Souls Day", which <br />was accepted by Karen Vargas, who also encouraged the community to attend their event on <br />Sunday, September 10 from 9:00 to 11:00 AM at the Kitsap 9/11 Memorial; <br />• A Community Unity Picnic would also be on September 10 at 3:00 PM at Evergreen Rotary Park; <br />• Proclaimed September 15, 2017 as "National POW/MIA Recognition Day', which was accepted <br />by Doug Bear, Veterans of Foreign Wars Post 239, who also announced that a POW/MIA <br />Ceremony will be held on Friday, September 15 at 6:05 PM at VFW Post 239; <br />• On Monday at the Kitsap 9/11 Memorial, Navy Sub Base Bangor Trident will host a Flag Lowering <br />Ceremony at 8:00 AM; and a Candle Light Vigil will be held from 7:00 to 8:00 PM <br />• The "Walk, Run, & Roll for Thought" event would be on Saturday September 9 at Lions Park to <br />bring awareness to traumatic brain injury; <br />• Thanked Council Members Pat Sullivan and Richard Huddy, and Assistant City Attorney Amanda <br />Harvey for supporting the Lions fundraiser during the Blackberry Festival; and <br />• Permit revenue from upcoming projects is continuing to grow; <br />PUBLIC RECOGNITION <br />Mike Walton, Bremerton YMCA Community Relations Director, shared that {there is no joining fee in <br />September, and announced upcoming programs and events. <br />CONSENT AGENDA <br />5A — Claims & Check Register: Check Numbers 374999 through 375264 and EFT -17661 through <br />EFT -17714 in the amount of $3,442,685.45; Regular Payroll for the pay period ending August <br />15, 2017 in the amount -of $769,092.92; Regular Payroll (Pay Out) for the pay period ending <br />August 15, 2017 in the amount of $24,953.17; and Retiree Payroll for the pay period ending <br />August 31, 2017 in the amount of $49,507.09 <br />
