DIGITAL RECORDING <br />CITY COUNCIL STUDY SESSION MINUTES <br />Wednesday, August 23, 2017 <br />A Study Session of the City Council of the City of Bremerton was called to order in the Council <br />Conference Room of the NORM DICKS GOVERNMENT CENTER, 345 6th Street, Bremerton, <br />Washington, Wednesday, August 23, 2017, at 5:00 PM, with Council President Eric Younger <br />presiding. Council Members present were Richard Huddy, Dino Davis, Greg Wheeler, Jerry <br />McDonald, Leslie Daugs, and Pat Sullivan. Legislative Assistant Lori Smith was . present to <br />provide staff support. <br />President Younger emphasized that the Study Session was open to the public but there would <br />be no opportunities for input or participation; no action is anticipated; and the content of these <br />items is subject to change. It was further announced that items approved by the Council will be <br />placed on the September 6, 2017 Council Meeting Agenda or as indicated. <br />A. MAYOR'S "CITIZEN APPRECIATION" AWARD — Presentation to Michael Bencik in <br />recognition for his years of service on the City of Bremerton ADA Committee — Mayor Patty <br />Lent; and City Engineer and ADA Committee Coordinator Thomas Knuckey <br />B. LIMITED PRESENTATION PLANNED — The following items are budgeted items or subjects <br />that have been raised with the appropriate Council Committee Members: <br />1. Resolution to grant Consent and Approval of Ownership from Wave HoldCo, LLC to <br />Radiate Holdings, L.P. Consent Agenda <br />2. Addition of a Part Time (0.5 FTE) "Producer" Position in BKAT for 2017 and 2018 <br />Consent Agenda <br />3. Ordinance to amend Section 5.02.040 of the Bremerton Municipal Code (BMC) entitled <br />"Definitions" under Chapter 5.02 entitled "General Business Licenses" General <br />Business <br />4. Ordinance to amend Section 7.08.030 of the Bremerton Municipal Code (BMC) entitled <br />"Commercial Pet Facilities, Grooming Parlors, and Animal Welfare Facilities" General <br />Business <br />5. Contract Modification No. 1 to the Professional Services Agreement with SAFEbuilt <br />Washington, LLC for Plan Review and Examination Services; and authorize 2017 <br />Budget Adjustment Consent Agenda <br />6. Acceptance of a $300,000 United States Environmental Protection Agency (US EPA) <br />Brownfields Community -Wide Assessment and Area -Wide Planning Grants; and <br />authorize 2017 Budget Adjustment Consent Agenda <br />7.
