DIGITAL RECORDING <br />CITY COUNCIL STUDY SESSION MINUTES <br />Wednesday, July 26, 2017 <br />A Study Session of the City Council of the City of Bremerton was called to order in the Council <br />Conference Room of the NORM DICKS GOVERNMENT CENTER, 345 6th Street, Bremerton, <br />Washington, Wednesday, July 26, 2017, at 5:00 PM, with Council President Eric Younger <br />presiding. Council Members present were Richard Huddy, Dino Davis, Greg Wheeler, Jerry <br />McDonald, Leslie Daugs, and Pat Sullivan. Lori Smith, Legislative Assistant, was present to <br />provide staff support. <br />President Younger emphasized that the Study Session was open to the public but there would <br />be no opportunities for input or participation; no action is anticipated; and the content of these <br />items is subject to change. It was further announced that items approved by the Council will be <br />placed on the August 2, 2017 Council Meeting Agenda or as indicated. <br />A. NO PRESENTATION PLANNED —The following items are budgeted items or subjects that <br />have been raised with the appropriate Council Committee Members... <br />1. Public Works Agreement with MacDonald -Miller Facility Solutions of Tacoma, WA for <br />replacement of the HVAC 50 -ton Bitzer Compact Screw Compressor at the Kitsap <br />Conference Center Consent Agenda <br />2. Proposed Name Change from the Manette Playfield to Manette Park Consent Agenda <br />3. Washington Wildlife & Re�GFeatiren Drenrrnm LOGal PaFk GFaRtAgreement with the <br />Pulled <br />4. Youth AthletiG FaGilities GFant AgFeement with the Washington State ReGFeatien & <br />Pulled <br />5. Professional Services Agreement with Parametrix for Engineering Services for the <br />Manette Park Renovation Project Consent Agenda <br />B. BRIEFINGS & FULL PRESENTATION <br />1. Proposed Public Hearing on Ordinance to amend Chapter 17.04 of the Bremerton <br />Municipal Code (BMC) entitled "City Building Code" for amendments to the 2015 <br />Editions of the International Building Code and International Residential Code Public <br />Hearing <br />C. GENERAL COUNCIL BUSINESS <br />o Other General Council Business was briefly discussed; including plans for the Public <br />Safety & Parks Committee to have a future discussion on a program to increase ADU <br />enforcement; and for the Council to have a discussion at the August 9 Study Session to <br />consider an invitation to rejoin from the Kitsap Regional Coordinating Council. An <br />update was also provided on the "Bremerton Crosswalks Project — Pedestrian Crossing <br />of Kitsap Way at Harlow Avenue" by the Public Works Department, who also announced <br />that they would be hosting a Community Meeting on Thursday, August 3 to.address <br />recent citizen concerns, as well as to provide with more information about the project. <br />President Younger called a recess from 6:42 to 6:50 PM... At 6:50 PM he announced a 20 - <br />minute Executive Session from 6:50 to 7:10 PM; that was extended for 15 -minutes from 7:10 to <br />7:25 PM; and then extended another 10 -minutes from 7:25 to 7:35 PM... <br />
