DIGITAL RECORDING <br /> CITY COUNCIL MEETING MINUTES <br /> Wednesday, November 16, 2016 <br /> The weekly meeting of the City Council of the City of Bremerton was called to order <br /> Wednesday, November 16, 2016, at 5:00 PM in Council Conference Room 603 of the NORM <br /> DICKS GOVERNMENT CENTER, 345 6th Street, Bremerton, Washington, with Council President <br /> Eric Younger presiding. Council Members present were Richard Huddy, Dino Davis, Greg <br /> Wheeler, Jerry McDonald, Leslie Daugs, and Pat Sullivan. Also present were City Attorney <br /> Roger Lubovich; City Clerk Shannon Corin; Legislative Assistant Lori Smith; and Hans Nilsson, <br /> with Information Services. <br /> A COUNCIL BRIEFING was held to discuss General Council Business at 5:00 PM in the Council <br /> Conference Room. At 5:30 PM the meeting moved to the Meeting Chambers. <br /> The Pledge of Allegiance was led by Council Member Pat Sullivan followed by the invocation <br /> provided by Reverend Ron Anderson of Manette Community Church. <br /> MAYOR'S REPORT— There was no Mayor's Report tonight... <br /> PUBLIC RECOGNITION <br /> Bob Theal with the Kitsap County Veterans Advisory Board, announced that the Veterans <br /> Affairs Puget Sound Health Care System has signed the lease for a new community-based <br /> outpatient clinic to be located in Bremerton at 4205 Kitsap Way that will have an eventual <br /> capacity of more than 6,000 patients, but expressed concern at the "slow" permitting process. <br /> Mike Walton, Community Relations Coordinator with the Bremerton/Kitsap Family YMCA, <br /> provided a briefing on events taking place at the "Y" this fall and winter. <br /> Stanley W. Hess, Museum Curator with the Valentinetti Puppet Museum, invited the community <br /> to attend "The Enchanted White Cat—A French Fairy Tale" on Saturday, November 19 at 2:00 <br /> PM at the Olympic College Theater. And was pleased to be a part of a newly formed team to <br /> create a series of"themes" for upcoming Art Walks. <br /> Terry Fessner provided a summary on written comments he submitted to express his concern <br /> about the burden to handle a majority of the homeless issues that are placed on Bremerton. <br /> Karole Lee Johnson provided a briefing on the work being done by "Seeds of Grace"; and <br /> invited the community to attend a "Seedy Soiree" Dinner & Concert on Monday, November 21 <br /> beginning at 6:00 PM at the Admiral Theatre to benefit the building of sustainable organic <br /> gardens in impoverished neighborhoods around the world to feed God's Sheep. <br /> Patrick Watson, with the Bremerton Parks & Recreation Commission, provided an update on <br /> the fundraising efforts for the Manette Playfield Improvement Project; and announced as a <br /> fundraiser, bricks to personalize were available for purchase. <br /> Michael Shoemaker with Civil Survival, asked when the City might consider the Ban the Box <br /> proposal for job applications. <br /> Bremerton High School "Civics Class" members were pleased to be in attendance tonight to <br /> observe their local government at work. <br /> CONSENT AGENDA <br /> 5A— Claims & Check Register: Check Numbers 370919 through 371105, and EFT-16661 <br /> through EFT-16718 in the amount of $1,988,546.86; Regular Payroll for the pay period <br /> ending October 31, 2016 in the amount of $739,703.28 <br />
