DIGITAL RECORDING <br />CITY COUNCIL MEETING MINUTES <br />Wednesday, November 2, 2016 <br />The weekly meeting of the City Council of the City of Bremerton was called to order Wednesday, <br />November 2, 2016, at 5:00 PM in Council Conference Room 603 of the NORM DICKS GOVERNMENT <br />CENTER, 345 6th Street, Bremerton, Washington, with Council President Eric Younger presiding. <br />Council Members present were Richard Huddy, Dino Davis, Greg Wheeler, Leslie Daugs, and Pat <br />Sullivan. Council Member Jerry McDonald was absent. Also present were City Attorney Roger <br />Lubovich; City Clerk Shannon Corin; Legislative Assistant Lori Smith; and Kevin Matthew, <br />Information Services Manager. <br />A COUNCIL BRIEFING was held to discuss General Council Business at 5:00 PM in the Council <br />Conference Room. At 5:30 PM the meeting moved to the Meeting Chambers. <br />The Pledge of Allegiance was led by Council Member Pat Sullivan followed by the invocation <br />provided by Pastor Roger Hennigan of Apostolic Life Tabernacle. <br />MAYOR'S REPORT — Mayor Lent announced... <br />• The Week of November 12 to 20, 2016 was proclaimed National Hunger & <br />Homelessness Awareness Week; and brought forward Kirsten Jewell, Housing Grants <br />Program Manager to accept the proclamation; <br />• In addition to the local gatherings, election night coverage would be telecast on BKAT for the <br />first time on Tuesday evening starting at 8:00 PM on November 8; <br />• Tickets are still available for "Maeji — The Sound of Korea" on Saturday, November 19 with a <br />Dinner at 5:30 PM following by the Show at 7:00 PM at the Admiral Theatre; <br />• Plans are moving forward for "Quincy Square", and shared drawings of improvements that <br />will be made on 4'h Street in honor of former Bremerton resident Quincy Jones; <br />• A few thousand kids and parents were enjoying downtown for the Annual Safe Halloween <br />Trick -or -Treat event; <br />• Was pleased to see revenue from permitting fees were up for the month of October; <br />• A very positive meeting was held with Captain Alan Schrader, Naval Base Kitsap <br />Commanding Officer to discuss the association between the Puget Sound Naval Shipyard <br />and the City of Bremerton; and <br />• Encouraged the community to take part in events that are "Honoring All Who Served" at the <br />Kitsap Fairgrounds on Veterans Day Friday, November 11. <br />PUBLIC RECOGNITION — No comments were received... <br />CONSENT AGENDA <br />5A— Claims & Check Register: Check Numbers 370719 through 370918, and EFT -16615 through <br />EFT -16660 in the amount of $1,778,881.53; Regular Payroll for the pay period ending <br />October 15, 2016 in the amount of $703,384.61; and Retiree Payroll for the pay period <br />ending October 31, 2016 in the amount of $52,721.52 <br />5B — Minutes of Meeting — October 19, 2016 <br />5C — Minutes of Study Session — October 26, 2016 <br />5D — Professional Services Agreement with Prothman for Recruitment of Fire Chief <br />5E — 2016 to 2018 Collective Bargaining Agreement between the City of Bremerton and the <br />International Association of Fire Fighters (IAFF) Local 437 <br />
