�OUNC�I <br /> DIGITAL RECORDING ��j y���q <br /> CITY COUNCIL SPECIAL MEETING MINUTES D�C G 1 ZOiS <br /> Wednesday, November 23, 2015 <br /> A Special Meeting of the Bremerton City Council was called to order Monday, November 23, 2015, at <br /> 5:00 PM in Council Conference Room 603 of the NORM DICKS GOVERNMENT CENTER, 345 6'h Street, <br /> Bremerton, Washington, with Council President Greg Wheeler presiding. Council Members present <br /> were Eric Younger, Roy Runyon, Dino Davis, Jerry McDonald, and Pat Sullivan. Council Member <br /> Leslie Daugs was absent. Also present were City Attorney Roger Lubovich; City Clerk Shannon <br /> Corin; Legislative Assistant Lori Smith; and Hans Nilsson, with Information Services. <br /> A Courvci� BRiEFirv� was held to discuss General Council Business at 5:00 PM in the Council <br /> Conference Room. At 5:30 PM the meeting moved to the Meeting Chambers. <br /> President Wheeler invited Council Member Pat Sullivan to lead the Pledge of Allegiance; and due <br /> to the absence of the invited pastor, Mavor Pattv Lent provided an opening prayer. <br /> PUBLIC HEARINGS <br /> 3A— PUBLIC HEARING TO ADOPT RESOLUTION NO. 3253 APPROVING TH� 2016-2020 <br /> KITSAP COUNTY/CITY OF BREMERTON CONSOLIDATED PLAN: Sarah Achaoui, CDBG <br /> Program Administrator, reiterated that on July 15, 2015, City Council approved the 2015 Work <br /> Program for the 2016-2020 Consolidated Plan. In compliance with the U.S. Department of Housing <br /> and Urban Development (HUD) regulations (24 CFR Part 91), the Consolidated Plan is adopted and <br /> submitted every five years. The City of Bremerton and Kitsap County entitlement grant programs, <br /> consisting of CDBG and HOME funds, implement this plan as a consortium. The Plan is prerequisite <br /> to receiving federal funds and also serves as the City's application to HUD for such funds. The <br /> current plan will expire on December 31, 2015. <br /> City Council continued the Public Hearing from November 18 to November 23; and the action before <br /> Council is to adopt the Plan. <br /> President Wheeler opened the public hearing... <br /> Comments were provided by Wes Larson in favor of this action... <br /> With no further comments received, President Wheeler closed the hearing to the public, and opened <br /> for discussion to the City Council... <br /> 05:37:45 Motion was made by Davis, and seconded by McDon�ld... Comments were provided by <br /> Davis...Questions were asked by Runyon and Younger, with re�ponses provided by Ms. Achaoui... <br /> 05:41:00 M/S/C (Davis/McDonald) Move to adopt Resolution No. 3253 approving the 2016-2020 <br /> Kitsap County and City of Bremerton Consortium Consolidated Plan. <br /> Voted in favor of Motion: Sullivan, McDonald, Davis, Runyon, Younger <br /> Abstained: Wheeler <br /> Motion carried: 5-Yes; and 1-Abstention <br /> 3B— PUBLIC HEARING TO ADOPT RESOLUTION NO. 3254 APPROVING THE COMMUNITY <br /> DEVELOPMENT BLOCK GRANT (CDBG) AND HOME FUNDING RECOMMENDATIONS TO BE <br /> INCLUDED IN THE 2016 CDBGIHOME ACTION PLAN SENT TO THE DEPARTMENT OF <br /> HOUSING AND URBAN DEVELOPMENT (HUD): Sarah Achaoui, CDBG Program Administrator, <br /> again summarized that on September�, 2015 City Council approved the 2016 CDBG/HOME Policy <br /> Plan outlining the CDBG and HOME funding allocation process. Based on that policy, the program's <br /> Project Review Committee has developed 2016 funding recommendations for CDBG funding and the <br /> Coordinated Grant Review Committee has developed 2016 funding recommendations for HOME <br />
