DIGITAL RECORDING am <br /> CITY COUNCIL STUDY SESSION MINUTES AROYM <br /> AUG 1 2012 <br /> July 25, 2012 <br /> A Study Session of the City Council of the City of Bremerton was called to order in the City Council <br /> Conference Room 603, of the NORM DICKS GOVERNMENT CENTER, 345 6 th Street, Bremerton, <br /> Washington, Wednesday, July 25, 2012, at 5 00 PM, with Council President Jim McDonald presiding <br /> Council Members present were Nick Wofford, Eric Younger, Faye Flemister, Greg Wheeler, Roy <br /> Runyon, Adam - Brockus, and Leslie Daugs Council Member Carol Arends was absent Lori Smith, <br /> Legislative Assistant was present to provide staff support <br /> President McDonald emphasized that the Study Session was open to the public but there would be no <br /> opportunities for comment <br /> A FULL DISCUSSION ITEMS <br /> 1 Shoreline Master Program Presentation "Code Layout and General Requirements"— Nicole <br /> Floyd, City Planner H, Department of Community Development Information only <br /> 2 Proposed public hearing and ordinance adopting the South Kitsap Industrial Area (SKIA) Sub - <br /> Area Plan as part of the Comprehensive Plan, and amending Chapter 20 80 of the Bremerton <br /> Municipal Code (BMC) to activate the Development Regulations — Doug McIntyre, Long -Range <br /> Planner, and Randy Young of HYCO (who specifically discussed Section E titled "Capital <br /> Facilities Plan" of Exhibit B) August 1 Public Hearing <br /> 3 Proposed public hearing and ordnance adopting the Planned Action Ordnance for the South <br /> Kitsap Industrial Area (SKIA) — Doug McIntyre, Long -Range Planner, and Richard Weinman of <br /> Weinman Consulting, LLC August 1 Public Hearing <br /> 4 Review of Park Funding Mechanism to Stabilize Park Funding — Wyn Birkenthal, Parks & <br /> Recreation Director Information only <br /> It was determined that this issue would be forwarded to the Public Safety & Parks (PSP) <br /> Committee for further discussion, and to make a recommendation to the full City Council <br /> B GENERAL COUNCIL BUSINESS <br /> Council Committee Chair Reports were provided, and General Council Business was briefly <br /> discussed <br /> President McDonald announced that immediately following the Study Session, and a short recess, they <br /> would be meeting in an EXEMPT CLOSED SESSION to receive an Update on "Labor Negotiations and <br /> Proceedings" per RCW 42 30 140(4)(b) August 1 Consent Agenda <br /> With no further business, the Council Study Session was adjourned at 7 45 PM <br /> Prep red and Submitted by <br /> LORI SMITH <br /> e Legislative Assistant <br /> SHANNON CORIN, City Clerk <br /> i r <br /> J1WMcDONALD, City Council President <br /> JM SC Is cg <br />
