DIGITAL RECORDING cou <br /> ®WD <br /> CITY COUNCIL SPECIAL MEETING MINUTES JUL 2a1z <br /> July 11, 2012 <br /> A Special Meeting of the City Council of the City of Bremerton was called to order in the First Floor <br /> Meeting Chambers of the NORM DICKs GOVERNMENT CENTER, 345 6 th Street, Bremerton, Washington, <br /> Wednesday, July 11, 2012, at 5 00 PM, with Council President Jim McDonald presiding Council <br /> Members present were Nick Wofford, Eric Younger, Faye Flemister, Greg Wheeler, Roy Runyon, <br /> Adam Brockus, and Leslie Daugs Council Member Carol Arends was absent Roger Lubovich, City <br /> Attorney, Shannon Conn, City Clerk, and Christine Grenier, Council Assistant were present to provide <br /> staff support <br /> The Pledge of Allegiance was led by Council Member Leslie Daugs <br /> President McDonald explained that each item will include a presentation followed by comments and <br /> questions by Council Members Following that discussion, there will be an opportunity for public <br /> comment on all three items <br /> COMMUNITY MEETING <br /> 1 A — PROPOSED ORDINANCE ADOPTING THE SOUTH KITSAP INDUSTRIAL AREA (SKIA) <br /> SUB -AREA PLAN AS PART OF THE COMPREHENSIVE PLAN; AND AMENDING CHAPTER 20.80 <br /> OF THE BREMERTON MUNICIPAL CODE (BMC) TO ACTIVATE THE DEVELOPMENT <br /> REGULATIONS Doug McIntyre Long -Range Planner, provided background information regarding <br /> the SKIA Sub -Area Plan, and announced that a public hearing on the ordinance is scheduled for <br /> August 1 and action is anticipated Council will receive an additional presentation on July 25 <br /> Comments and questions were provided by Runyon, Wofford, Wheeler, and Flemister <br /> 1 B — PROPOSED ORDINANCE AMENDING CHAPTER 20.04 OF THE BREMERTON MUNICIPAL <br /> CODE (BMC) TITLED "STATE ENVIRONMENTAL POLICY ACT " Andrea Spencer Community <br /> Development Director, summarized the proposed amendments to SEPA A public hearing with <br /> action is anticipated next week on July 18 <br /> Comments and questions were provided by Wheeler, Runyon, and Younger <br /> 1C — PROPOSED ORDINANCE ADOPTING THE PLANNED ACTION ORDINANCE FOR THE <br /> SOUTH KITSAP INDUSTRIAL AREA (SKIA) Deborah Munkberg Consultant, Blumen Consulting <br /> Group & Inova PCD, LLC, provided details on the Environmental Impact Statement (EIS) process <br /> There will be another presentation to City Council on July 25, followed by a public hearing with action <br /> anticipated August 1 <br /> Comments and questions were provided by Runyon, Wheeler, Younger, Wofford, and Brockus <br /> PUBLIC COMMENTS <br /> David Overton member of the Technical Working Group (TWG), commended staff for their work on <br /> this process and supported the proposed changes He also recommended the "Municipal Research & <br /> Services" (MRSC) website to Council Members to obtain further information on this process <br /> Jerry Reed property owner in SKIA, believed that this is a huge step in expediting the development <br /> of future businesses in SKIA <br /> President McDonald announced that immediately following the Special Meeting, the Council will be <br /> reconvening for a Study Session in the 6 th Floor Council Conference Room, and that the meeting is <br /> open to the public but that there will be no opportunities for comment <br />
