� J <br /> DIGITAL RECORDING ( c'°' <br /> CITY COUNCIL MEETING MINUTES 2 �Z <br /> I!M e <br /> December 21, 2011 <br /> The weekly meeting of the City Council of the City of Bremerton was called to order in the City <br /> Council Conference Room 603 of the NORM DICKS GOVERNMENT CENTER 345 6 Street, Bremerton, <br /> Washington, Wednesday, December 21, 2011, at 5 00 PM, with Council President Will Maupin <br /> presiding Council Members present were Nick Wofford, Carol Arends, Greg Wheeler, Roy Runyon, <br /> Adam Brockus, Cecil McConnell Council Members Jim McDonald and Dianne Robinson were <br /> absent City Attorney Roger Lubovich, Interim City Clerk Shannon Conn, and Legislative Assistant <br /> Lori Smith were present to provide staff support <br /> A COUNCIL BRIEFING was then held to discuss General Council Business at 5 00 PM in the Council <br /> Conference Room At 5 30 PM the meeting moved to the Meeting Chambers <br /> The Pledge of Allegiance was led by Council Member Cecil McConnell followed by the invocation <br /> provided by Bishop Kurt Wiest of The Church of Jesus Christ and Latter Day Saints, Sinclair View <br /> Ward <br /> MAYOR'S REPORT — Mayor Patty Lent <br /> • Invited Wyn Birkenthal Parks & Recreation Director who explained that the Kitsap 911 Memorial <br /> Committee has redesigned the Memorial, with drawings on display in the lobby of the Norm Dicks <br /> Government Center, and citizens are encouraged to provide their comments, <br /> • Summarized all of the events and other highlights that took place in Bremerton over the past year, <br /> thanked the Council for their support, and ended by reading a Charles Dickens poem, Pickwick <br /> Papers, 1836 <br /> PUBLIC RECOGNITION <br /> Gary Nystul City Auditor, presented a plaque on behalf of the City Audit Committee, to Council <br /> Member Cecil McConnell in recognition of his service to the Committee <br /> Mowdie Somati read a statement, that in summary stated the rights of citizens are "under attack" <br /> and citizens should not give up their liberty <br /> Del Knauss thanked Council Members Maupin, McConnell, and Robinson for their service, and <br /> invited the Council Members to attend a meeting on Tuesday, December 27 from 5 30 to 6 30 PM at <br /> the same building where a homeless shelter is being proposed, which he does not believe is an <br /> appropriate location for such a center <br /> Walt LeCouter Director of the Homeless Shelter, explained that the shelter was being proposed to <br /> meet the needs of people who need an overnight shelter, and connect them to other necessary <br /> services <br /> Raven Rayne encouraged home ownership in the City of Bremerton, and passed out Christmas <br /> Cards that also included an invitation to the next "Cause for Hope" meeting on Tuesday, January 10 <br /> at the downtown Windermere office <br /> Abby Burlingame Kitsap County Association of Realtors, thanked Cecil McConnell for the hard work <br /> he has provided on behalf of all of his constituents <br /> CONSENT AGENDA <br /> A Check Numbers 346250 through 346478, and EFT -11461 through EFT -11497 in the amount of <br /> $1,367,653 03, Regular Payroll for the pay period ending December 15, 2011 in the amount of <br /> $719,041 91 <br /> B Contract Award to H2O Solutions, LLC for Reservoir 4 Maintenance, Cleaning, and Inspection <br /> C Reappointment of Dennis Treger, CPA to the Audit Committee <br />
